Potential Impacts Resulting from a Possible Merger of the Orange County Schools <br />and Chapel Hill-Carrboro City Schools <br />In accordance with a Board of Commissioner goal for calendar year 2003, County staff <br />prepared a report with analysis of potential financial, organizational, and legal implications that <br />might arise from the possible merger of the County's two school systems. County staff will <br />provide a brief synopsis of the major findings, as first presented at the September 15 work <br />session of the Orange County Commissioners. The entire staff report is voluminous, and <br />therefore is not provided in hard copy as an attachment to this abstract. However, the report in <br />its entirety may be reviewed online at the Orange County website (www.co.orange.nc.us). <br />Public hearings on the topic of potential school merger have been established by the BOCC for <br />October 16 and 23, 2003. <br />No Attachments <br />2. "Smart Growth" Principles Related to School Design and Construction <br />During Summer 2003, the Board of Commissioners and Chapel Hill-Carrboro Board of <br />Education approved an interlocal agreement between the County and CHCCS that established <br />the anticipated budget and other considerations related to the project to design and build a third <br />high school in the Chapel Hill-Carrboro system. The BOCC determined that they would provide <br />$27.8 million in capital funding for this project. The BOCC also indicated that they would <br />
