Under <br />model currently analyzed, County would own <br />building shell and operator would own equipment. <br />Other arrangements are possible. More merchant <br />capacity could be included to attract outside <br />tonnage. More tonnage means lower processing <br />cost per ton. <br />• Expand commercial food waste collections 8% <br />annually (goal of 1,600 tons by 2009 -10).
