Other Elements of Plan <br />• Tonight we will place minimal emphasis on the <br />disposal element of the plan. Closing the MSW <br />lined landfill and building a transfer station to <br />move MSW out of county will not be a focus; <br />these must be done; no debate is necessary. <br />• Orange County has prepared other solid waste <br />plans including the required plan for submittal to <br />the State, a County master plan for landfill <br />property development and a financial plan. <br />Plan History 1993 -96 <br />• 1993 - Landfill Owners Group (LOG) <br />determined a need to develop a solid waste <br />reduction plan. <br />• 1994 - LOG selected a consultant and <br />appointed a Citizens' Committee to assist in <br />plan development. <br />• 1996 - Options for waste reduction were <br />developed by the consultant and presented. <br />4 <br />
