ORANGE REGIONAL GREENHOUSE GAS EMISSIONS INVENTORY AND REDUCTION PLAN <br />SCOPE OFWORK - PAGE 5 <br />Any City, County, or regional programs, policies, or projects planned or ongoing <br />as of January 1, 2004 that may have the potential to reduce greenhouse gas emissions <br />should be included as reduction measure for this analysis. <br />Task 5. Action Plan: <br />The consultant will develop a Greenhouse Gas Reduction Action Plan in <br />coordination with the Air Quality Advisory Group that includes the following: <br />1. Existing Measures. <br />2. Quantification of GHG Reductions of Existing Measures. <br />3. Potential New Measures. <br />4. Quantification of GHG Reductions of Potential New Measures. <br />5. Recommendation of Measures to Achieve GHG Target. <br />Timeline <br />The consultant will assist the Regional Inventory/Action Plan Working Group in <br />establishing a timeline for action plan deliverables to include the following: <br />Project Start-up <br />Formation of Air Quality Advisory Group <br />Data 8~ Information Gathering <br />Report to Advisory Group on Data 8~ Information <br />Forecasting future emissions <br />Report to /Advisory Group on forecasts and assumptions/ Advisory Group to select <br />reduction target <br />(Advisory Group makes status report to elected boards) <br />Identify 8~ Model Measures to reduce future emissions <br />Report to Advisory Group on potential measures to reduce emissions/ <br />Assist Advisory Group to select measures to meet reduction target <br />Report Preparation <br />Present Draft Report to Advisory, Group <br />Prepare Draft Final Report <br />Present Draft Final Report to Advisory Group <br />Present Draft Final Report to Transportation Advisory Committee of the DCHC MPO <br />Present Draft Final Report to governing boards of Carrboro, Chapel Hill, and Orange <br />County for adoption <br />
