ORANGE REGIONAL GREENHOUSE GAS EMISSIONS INVENTORY AND REDUCTION PLAN <br />REQUEST FOR QUALIFICATIONS PAGE 2 <br />Forecast greenhouse gas emissions over a selected planning period up to a <br />target year; <br />Facilitate the Air Quality Advisory Group in selecting a Reduction Target; <br />Identify actions that the local governments, business and industry, and the <br />community could take to reduce greenhouse gas emissions during the planning <br />period; <br />Develop the Greenhouse Gas Emissions Reduction Action Plan that includes: <br />• Existing Measures <br />• Quantification of Greenhouse Gas Emissions Reductions of Existing Measures <br />• Potential New Measures <br />• Quantification of Greenhouse Gas Emissions Reductions of Potential New <br />Measures <br />• Recommendation of Measures to Achieve Greenhouse Gas Emissions Target. <br />The process should also develop connections between actions proposed in the <br />Greenhouse Gas Emissions Reduction Action Plan and the adopted Durham- <br />Chapel Hill-Carrboro 2025 Long Range Transportation Plan to show how the <br />Emissions Reduction Action Plan implements the DCHC 2025 Long Range <br />Transportation Plan for achieving air quality conformity for ozone. <br />Requirements <br />Responses submitted should be concise and shall be limited to a maximum of 25 <br />pages. All respondents shall address the following, as a minimum, and should <br />conform to the numbering system used below. <br />1. Name, address and telephone number of the firm or individual, with contact <br />name(s). <br />2. Statement substantiating firm's understanding of project objectives to include <br />description of the final products your firm would provide. <br />3. Names of key personnel who would be available to work on the project, their <br />titles, experience, professional licenses, professional affiliations and other <br />qualifications, and years with the firm; total size of firm's staff. <br />4. Proposed project manager and written summary of two projects the proposed <br />project manager has completed in the last five years. <br />5. Statement of qualifications of the firm. <br />6. List of previous clients for work similar to this project conducted over the past five <br />years, with project size, scope, cost, location, time adherence, and contact <br />names and telephone numbers. <br />7. Three client references from local government agencies. <br />8. Description of current workload of your firm, including project quantity and <br />magnitude, percent complete, completion dates, and impact on key personnel. <br />9. Date at which work could begin and proposed schedule for completion of the <br />work. <br />10. Previous litigation or arbitration in which your firm has been involved during the <br />past five years. <br />
