7 i ` <br />r ,' < `. i <br />Joint Cctirboro, Chapel Hid and Orange County <br />Greenhouse Gas Emissions Inventory and Reduction Plan <br />Request for Qual~ca6ons <br />The Town of Chapel Hill, the Town of Carrboro and Orange County seek <br />Requests for Qualifications to develop a Greenhouse Gas Emissions Reduction <br />Local Action Plan for Orange County and municipalities in the County. The three <br />local governments in Orange County are members of the International Council <br />for Local Environmental Initiatives (ICLEI) and the Cities for Climate Protection <br />(CCP) Campaign. The local governments have committed to taking steps to <br />reduce greenhouse gas emissions, known to contribute to global warming, <br />through the development and implementation of a greenhouse gas emissions <br />reduction plan. Development of the plan will include the execution of a base <br />year emissions inventory. <br />Chapel Hill, Carrboro and the urbanized area of Orange County, which includes <br />the Town of Hillsborough, are members of the Durham-Chapel Hill-Carrboro <br />(DCHC) Metropolitan Planning Organization (MPO) that also includes The City of <br />Durham, Durham County, and portions of Southern Granville and Northern <br />Chatham Counties. The MPO anticipates that, in April 2004, the Environmental <br />Protection Agency will designate areas within the metropolitan planning <br />boundaries and extending throughout Orange County as non-conforming ozone <br />areas under the new 8-hour standards for air quality. The local governments in <br />Orange County anticipate that part or all of the Greenhouse Gas Emissions <br />Reduction Local Action Plan can be used as an effort to attain conformity with <br />the new federal air quality rules. <br />Project Description and Components <br />The purpose of this project is to develop a Greenhouse Gas Emissions Reduction <br />Local Action Plan that examines and inventories greenhouse emissions in Orange <br />County and develops measures to reduce those emissions. <br />The consultant will assist a Regional Inventory/Action Plan Working Group made <br />up of staff from the participating local governments in establishing objectives <br />and a timeline for action plan deliverables. Orange County will assume the <br />lead role for coordination. <br />The consultant will facilitate the formation of an Air Quality Advisory Group, to be <br />appointed by the local governments, to guide development of the plan. The <br />following process, as outlined in the attached Scope of Work, will meet <br />requirements for fulfilling the local governments' commitments to ICLEI's Cities for <br />Climate Protection Campaign: <br />Inventory greenhouse gas emissions during a selected base year; <br />
