NOTICE OF JOINT PLANNING PUBLIC HEARING <br />Orange County Board of Commissioners <br />Chapel Hill Town Council <br />A public hearing will be held in the Southern Human Services Center, 2501 Homestead <br />Road, Chapel Hill, North Carolina on Wednesday, October 15, 2003 at 7:30 P.M. for the <br />purpose of giving all interested citizens an opportunity to speak for or against the <br />following items: <br />Chapel Hill Joint Planning Area Transition Area Zoning Atlas Amendments <br />1. Purpose: To hear public comment on a proposed rezoning of property on the east <br />side of Rusch Road within the Chapel Hill portion of the Joint Planning Area <br />Transition Area. The rezoning proposal, requested by Habitat for Humanity of <br />Orange County to allow the construction of 14 single-family and five rental housing <br />units, is as follows: <br />Action: Zoning Atlas Amendment (Rezoning) <br />From: Residential-1 <br />To: Residential-Special Standards-Conditional <br />Size: Approximately 4 acres <br />Location: East side of Rusch Road <br />Identification: Chapel Hill Township, Tax Map 23, Block D, Lots 14,15, 17, and 20. <br />2. Purpose: To hear public comment on the proposed "Chapel Watch Village" Zoning <br />Atlas Amendment within the Chapel Hill portion of the Joint Planning Area Transition <br />Area. The rezoning proposal, requested by Campus Estates, LLC, includes a <br />request for a Special Use Permit to construct amulti-family residential development. <br />The proposed development would consist of 19 buildings, including 13 apartment <br />buildings with a total of 282 dwelling units, encompassing a total of 305,607 square <br />feet of floor area. Forty-two (15%) of the units are proposed as affordable housing <br />(priced so as to be affordable to families earning 80% of the Median Income for the <br />Raleigh-Durham-Chapel Hill Metropolitan Statistical Area). The development is <br />proposed to include 469 parking spaces with access from Eubanks Road. Additional <br />information includes: <br />Action: Zoning Atlas Amendment (Rezoning) <br />From: Residential-1, Residential-2, and Mixed-Use Office/Institutional-1 <br />To: Residential-5-Conditional <br />Size: Approximately 35 acres <br />Location: South side of Eubanks Road opposite the Chapel Hill Park & Ride Lot. <br />Identification: Chapel Hill Township, Tax Map 18, Lots 15, 16, and 16A. <br />Both amendments require the approval of the Orange County Commissioners and <br />Chapel Hill Town Council. <br />Questions regarding the proposals should be directed to the Chapel Hill Planning <br />Department at 968-2728.
