HUD proposes a new Worksharing Agreement to <br />cover the FY 2003. For FFY 2003, the Orange County Human Rights and Relations <br />Department received $1800 per case for the five cases closed during the period July 1, 2002 <br />through June 15, 2003, funds for administrative costs, education and outreach. The five cases <br />that were processed included three cases of race discrimination, one case of national origin <br />discrimination and a one case of failure to grant a reasonable accommodation to a handicapped <br />individual. During this period, the Department processed two cases in which "reasonable cause <br />to believe discrimination had occurred" was found, and the Department was given an additional <br />$500 for each case from HUD. In the two cases where "reasonable cause to believe <br />discrimination had occurred" was found, one case is currently being conciliated and the other <br />case has been set for administrative hearing. <br />FINANCIAL IMPACT: HUD proposes that the Department of Human Rights and Relations <br />receive a total of $50,000 - $15,000 for administrative costs, $22,000 for training, $3,000 for <br />education and outreach and $9,000 for all cases closed from July 1, 2002 through June 15, <br />2003 and $1,000 for cause cases. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the Assistance <br />Award/Amendment to the HUD Cooperative Agreement and authorize the Chair to sign the <br />agreement, subject to the approval of the County Attorney. <br />
