<br />WHEREAS, The Chapel Hill City Board of Education has certified to this Board
<br />a resolution passed on October 3, 1966, showing that adequate school facilities are
<br />not now available in The Chapel Hill City Administrative Unit to comply with the
<br />requirements of Section 3 of Article IX of the Constitution of North Carolina for
<br />the maintenance of schools six months in every year, and that it is necessary, in
<br />order to maintain such six months' school term as required by said Section 3 of
<br />Article IX of the Constitution, to erect additional school buildings and other
<br />school plant facilities, remodel, enlarge and reconstruct existing school .
<br />buildings and other school plant facilities and acquire necessary land and equipment
<br />therefor, in order to provide additional school facilities in said Unit, the
<br />estimated cost of such additional school facilities being $2,000,000; and
<br />WHEREAS, said resolutions request the Board of Commissioners to take all
<br />necessary steps, by the issuance of bonds or otherwise, in order that such school
<br />facilities may be provided; and
<br />WHEREAS, the Board of Commissioners has carefully examined the facts and has
<br />determined and does hereby find as a fact that said statements of the above
<br />mentioned resolutions are true and that it has became the duty of said Board of
<br />Commissioners, acting as an administrative agent of the State in providing a State
<br />system of public schools, to order the issuance of bonds of the County of Orange
<br />so that the school facilities mentioned in paragraph 1 of this order and in said
<br />resolutions may be provided in order to maintain the six months' school term in
<br />the County of Orange as required by Section 3 of Article IX of the Constitution;
<br />now, therefore,
<br />BE IT ORDERED AND RESOLVED by the Board of Commissioners for the County of
<br />Orange:
<br />1. That, pursuant to The County Finance Act, as amended, and in order to
<br />maintain the six months' school term in the County of orange as required by Section
<br />3 of Article IX of the Constitution, the County of Orange, North Carolina is
<br />hereby authorized to contract a debt, in addition to any and all other debt which
<br />said County may now or hereafter have power or authority to contract, and in
<br />evidence thereof to issue School Building Bonds in an aggregate principal amount
<br />not exceeding $3,000,000 for the purpose of providing funds, with any other
<br />available funds, for erecting additional school buildings and other school plant
<br />facilities, remodeling, enlarging and reconstructing existing school buildings and
<br />other school plant facilities, and acquiring necessary land and equipment therefor
<br />to provide additional school facilities in the County of Orange.
<br />2. That a tax sufficient to pay the principal of and the interest on said
<br />bonds when due shall be annually levied and collected.
<br />3. That a statement of the County debt has been filed with the Clerk and is
<br />open to public inspection.
<br />4. That this order shall take effect when approved by the voters of the County
<br />at an election as provided.in said Act.
<br />The Board thereupon designated the County Accountant as the Officer to make and
<br />file with the Clerk the statement of debt and assessed valuation of the County as
<br />required by The County Finance Act, as amended, to be filed before the final passage
<br />of the order which was introduced at this meeting.
<br />Thereupon the County Accountant filed with the Clerk, in the presence of the
<br />Board, the statement of debt and assessed valuation as so required.
<br />Thereupon the order authorizing $3,000,000 School Building Bonds was passed on
<br />first reading.
<br />On motion duly made and unanimously carried the Board fixed 10 o'clock A.M.,
<br />October 31, 1966, as the hour and day for the public hearing upon the foregoing
<br />order, and directed the Clerk to publish said order, together with the appended note
<br />as required by The County Finance Act, as amended, in The News of Orange County not
<br />later than the tenth day before said date.

<br />STATEMENT CONCERNING SCHOOL INDEBTEDNESS
<br />It S. M. Gattis, County Accountant of Orange County, North Carolina, do make
<br />and file the following statement of the financial condition of said County con-
<br />cerning school indebtedness, having been designated by the Board of Commissioners
<br />for that purpose. Said statement includes a statement of debt incurred and to be
<br />incurred for school purposes under orders either introduced or passed, whether
<br />evidenced by bonds, notes or otherwise, and whether incurred by original creation of
<br />the debt or by assumption of debt, and including debt incurred by the County Board
<br />of Education, and debt to the State or any department thereof, but not including
<br />obligations incurred to meet appropriations in anticipation of revenues to an amount
<br />not exceeding the amount of the last preceding tax levy for school purposes:
