ORANGE COUNTY BOARD OF COMMISSIONERS ACTION AGENDA ITEM ABSTRACT Meeting Date: October 18, 2005 Action Agenda Item No. 5 _ ~ SUBJECT: Application for Emergency Management Performance Grant (EMPG) DEPARTMENT: Emergency Management PUBLIC HEARING: (YIN) No ATTACHMENT(S): Grant Application INFORMATION CONTACT: Jack Ball, Emergency Management Director, 968-2050 PURPOSE: To apply far a grant from the North Carolina Division of Emergency Management Agency to help support the Orange County Emergency Management program. BACKGROUND: Each year, the State of North Carolina provides pass-through grants to local governments to help support local emergency management programs, Grants are based on the county population and a share of the program cast. Counties with over 200,000 population are eligible fora 100% matching cost grant, based on certain emergency management functions, Counties with less than 200,000 population are eligible fora 50% match, The grants are awarded each year and may vary based on federal funding levels. Staff pursued applying for the grant as part of the budget process for FY 2004-05 and the County was awarded a grant in the amount of $40,366, The County received $ 39,694.26 in 2003-04, and $19,289 in 2001-02. This year's grant award is expected to be near the amount of last year's. The final amount will be determined after the State receives all applications. FINANCIAL IMPACT: The grant produces funds that will offset a portion of the costs for salary, benefits, and operating casts of the existing Emergency Management Specialist position included in the FY 2005-06 departmental budget. The anticipated grant revenue is already included in the recommended Orange County 2005-06 budget. Any additional amounts will be added via a budget amendment, RECOMMENDATION(S): The Manager recommends that the Board authorize submission of the grant application and approve the Manager and Emergency Management Director signing the application documents,
