ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: October 18, 2005 <br />Action Agenda <br />Item No. 5 _ ~ <br />SUBJECT: Application for Emergency Management Performance Grant (EMPG) <br />DEPARTMENT: Emergency Management PUBLIC HEARING: (YIN) No <br />ATTACHMENT(S): <br />Grant Application <br />INFORMATION CONTACT: <br />Jack Ball, Emergency Management <br />Director, 968-2050 <br />PURPOSE: To apply far a grant from the North Carolina Division of Emergency Management <br />Agency to help support the Orange County Emergency Management program. <br />BACKGROUND: Each year, the State of North Carolina provides pass-through grants to local <br />governments to help support local emergency management programs, Grants are based on <br />the county population and a share of the program cast. Counties with over 200,000 population <br />are eligible fora 100% matching cost grant, based on certain emergency management <br />functions, Counties with less than 200,000 population are eligible fora 50% match, The grants <br />are awarded each year and may vary based on federal funding levels. <br />Staff pursued applying for the grant as part of the budget process for FY 2004-05 and the <br />County was awarded a grant in the amount of $40,366, The County received $ 39,694.26 in <br />2003-04, and $19,289 in 2001-02. This year's grant award is expected to be near the amount <br />of last year's. The final amount will be determined after the State receives all applications. <br />FINANCIAL IMPACT: The grant produces funds that will offset a portion of the costs for salary, <br />benefits, and operating casts of the existing Emergency Management Specialist position <br />included in the FY 2005-06 departmental budget. The anticipated grant revenue is already <br />included in the recommended Orange County 2005-06 budget. Any additional amounts will be <br />added via a budget amendment, <br />RECOMMENDATION(S): The Manager recommends that the Board authorize submission of <br />the grant application and approve the Manager and Emergency Management Director signing <br />the application documents, <br />
