Time <br />Warner gave notice to the County in 1993, as required by federal law, requesting that the County <br />initiate the formal renewal process called for by the Communications Act. See, 47 U.S.C. <br />Section 546, r _. <br />For its own reasons, the County elected to pursue franchise renewal discussions through <br />the informal negotiation process. That process has been ongoing now for some ten years. This <br />process has, in my judgment, yet to move to a conclusion because the County and its consultants <br />seem to think that Time Warner can be forced to provide services on anon-economic basis and <br />for which an .ascertained need has not been demonstrated.
