The planning team will now train volunteers that will go forth into the
County to administer the training to the citizens. Citizens will receive training encompassing
these topics for approximately 3 hours, one night a week, for seven weeks. Once their training
is completed, the citizens will receive a certificate of completion and the knowledge that they
have the training to take care of their families and neighbors. Citizen groups expected to
participate include: homeowner's associations, rental agencies, businesses, existing
neighborhood watch groups, non-profit organizations, faith based organizations, and other
interested communities.
These grant funds will be utilized to purchase supplies, equipment, and food to be used during
training. An exercise will be held at the conclusion of the training to allow the citizens to prove
their learned skills. The program is expected to begin training citizens by the middle of
September. Interested citizens may contact the Emergency Management Specialist at Orange
County Emergency Management for information and class scheduling.
FINANCIAL IMPACT: There is no County match required for the receipt of the State-
administered Federal grant. There will be some incidental additional staff time involved in
implementing and administering the grant, but no additional direct County costs should be
expected.
RECOMMENDATION(S): The Manager recommends that the Board accept the Grant Award,
authorize the Emergency Management Director to sign the Memorandum of Understanding,
and allow the Emergency Management Specialist to be designated as the point of contact for
the program.
