13 <br />STATE OF NORTH CAROLINA <br />COUNTY OF WAKE <br />MEMORANDUM OF UNDERSTANDING <br />THIS MEMORANDUM OF UNDERSTANDING (MOU) is entered into by and between the <br />State of North Carolina, Department of Crime Control and Public Safety, Division of Emergency <br />Management (hereinafter NCEM), Subgrantor, and Orange County Emergency Management, Subgrantee. <br />WHEREAS, the Community Emergency Response Team (CERT) program provides a structured <br />opportunity for citizens to augment local emergency response activities. Trained teams can help in saving <br />lives and protecting property when communities' professional response resources are insufficient or <br />depleted; and <br />WHEREAS, NCEM is the designated agency for the disbursement of CERT grant funds for <br />developing, training, equipping and maintaining local Community Emergency Response Teams. <br />NOW, THEREFORE, in consideration of the following covenants between the parties, NCEM <br />shall provide Ten Thousand Dollars ($10,000) to Orange County Emergency Management. The payment <br />shall be made in a timely manner after receipt of the executed MOU and letter requesting payment. <br />For and in consideration of this payment, the subgrantee agrees: <br />1. To develop, train, equip and maintain the number of CERT teams and/or citizens as <br />indicated in the grant proposal submitted (NCEM). <br />2. To conduct training in accordance with the curriculum developed and disseminated <br />by the Federal Emergency Management Agency. Training other than the 21-hour <br />CERT curriculum will not be advertised as the FEMA CERT course. <br />3. To spend or commit to be spent the aforesaid funds on or before December 31, <br />2003, in accordance with guidelines contained in NC;EM's "Request for Grant <br />Proposals" and this Memorandum of Understanding. <br />
