ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: October 18, 2005 <br />Action Agenda <br />Item No. 10 -q <br />SUBJECT: Solid Waste Management Plan Update Process <br />DEPARTMENT: Solid Waste Management PUBLIC HEARING: (YIN) No <br />ATTACHMENT(S): <br />PowerPoint Slides <br />Recyclables Material Matrix <br />INFORMATION CONTACT: <br />Gayle Wilson, Solid Waste Director, <br />968 -2885 <br />PURPOSE: To brief the Board of Commissioners on a discussion at a recent Solid Waste <br />Management Plan Work Group meeting regarding recyclable materials remaining in the waste <br />stream that are currently being landfilled, but are available for recycling. <br />BACKGROUND: On September 14 the Solid Waste Management Plan Work Group met and <br />reviewed information contained on the accompanying slides regarding staffs examination of the <br />waste still being landfilled that could potentially be recycled. The information was based on <br />waste stream analysis conducted in 1995, 2000, and 2005. Staff assessed each material by <br />generation sector to determine how much remains in the waste stream. <br />Major points discussed are: <br />• About 10% of food waste generated in the County is presently recycled <br />• About 16% of mixed paper generated in the County is presently recycled <br />• Over 3,000 tons of plastic film exists in the waste stream and is presently landfilled <br />• Nearly 3,000 tons of textiles exists in the waste stream and is presently landfilled <br />• Approximately 12,600 tons of additional recyclable materials presently being landfilled could <br />be relatively easily recovered and recycled if local programs were expanded. <br />Staff will be prepared to make a brief verbal presentation on this topic and to respond to any <br />Board questions. <br />FINANCIAL IMPACT: There is no financial impact associated with receiving this report. <br />RECOMMENDATION(S): The Manager recommends that the Board receive the report from <br />staff and provide input into the ongoing waste planning process, as appropriate. <br />
