<br />BOARD OF COMMISSIONERS
<br />October 3 1966
<br />The Board of Commissioners for the County of Orange, North Carolina, met in
<br />regular session at the County Courthouse in Hillsborough, the usual place of
<br />meeting, at 10 o'clock A.M., on October 3, 1966.
<br />Present: Chairman Harvey D. Bennett, and Commissioners Gordon B. Cleveland,
<br />William C. Ray, Carl M. Smith, and Henry S. Walker.
<br />Absent: None
<br />The Chairman announced that this was the date and hour fixed by the Board for
<br />the public hearing upon the orders entitled: "ORDER AUTHORIZING $560,000 WATER
<br />BONDS" and "ORDER AUTHORIZING $90,000 SANITARY SEWER BONDS", and that the Board
<br />would immediately hear any and all citizens and taxpayers who might desire to protes
<br />against the issuance of said bonds.
<br />No citizen or taxpayer of the County appeared, either in person or by attorney,
<br />to protest against the issuance of any of said bonds, and the Clerk announced that
<br />no protest in writing, signed by any citizen or taxpayer, had been presented.
<br />There were several persons from various sections of Orange County present at
<br />the meeting, and when Chairman Bennett invited anyone to express their opinions
<br />either pro or con on the question of water and sanitary sewer bonds, several of the
<br />persons present spoke enthusiastically in favor of the bonds.
<br />No one voiced any opposition whatsoever to the passage of the bonds.
<br />Thereupon, upon motion of Commissioner Cleveland, seconded by Commissioner
<br />Walker and carried, the order introduced and passed on first reading on September
<br />19., 1966, entitled: "ORDER AUTHORIZING $560,000 WATER BONDS", was read a second
<br />time and placed upon its final passage. The vote upon the final passage of said
<br />order was:
<br />Ayes: Commissioners, Bennett, Cleveland, Smith and Walker. (Commissioner Ray
<br />abstained from voting.)
<br />Noes: None.
<br />The Chairman then announced that the order entitled: "ORDER AUTHORIZING
<br />$560,000 WATER BONDS", had passed.
<br />Thereupon, upon motion of Commissioner Cleveland, seconded by Commissioner
<br />Walker and carried, the order introduced and passed on first reading on September
<br />19, 1966, entitled "ORDER AUTHORIZING $90,000 SANITARY SEWER BONDS", was read a
<br />second time and placed upon its final passage. The vote upon the final passage of
<br />said order was:
<br />Ayes: Commissioners Bennett, Cleveland, Smith and Walker. (Commissioner Ray
<br />abstained from voting.)
<br />Noes: None
<br />The Chairman then announced that the order entitled: "ORDER AUTHORIZING $90,00(
<br />SANITARY SEWER BONDS", had passed.
<br />The Clerk was thereupon directed to publish said order in The News of Orange
<br />County, once in each of two successive weeks, and to publish at the.foot of said
<br />order the appended note as required by The County Finance Act, as amended.
<br />Commissioner Cleveland thereupon introduced the following resolution which
<br />was read:
<br />RESOLUTION PROVIDING FOR THE SUB-
<br />MISSION OF TWO BOND ORDERS TO THE
<br />VOTERS ON NOVEMBER 8, 1966.
<br />BE IT RESOLVED by the Board of Commissioners for the County of Orange:
<br />Section 1. That at the general election, the same being the regular election
<br />for County officers, to be held in the County of Orange between 6:30 A.M. and 6:30
<br />P.M., Eastern Standard Time, on Tuesday, November 8, 1966, and at the same places at
<br />which such election will be held (being the same places at which the last preceding
<br />election for members of the General Assembly was held with such changes as may have
<br />been ordered pursuant to law), there shall be submitted to the qualified voters of
<br />the County of Orange the following questions:
<br />1. Shall an order finally passed on October 3, 1966,. authorizing the County of
<br />Orange, North Carolina, to contract a debt, in addition to any and all othe
<br />debt which said County may now or hereafter have power or authority to
<br />contract, and in evidence thereof to issue Water Bonds in an aggregate
<br />principal amount not exceeding $560,000 for the purpose of providing funds,
<br />with any other available funds, for the construction of a waterworks system
<br />in Orange County, including the construction of a dam and water storage
<br />facilities the installation of mains and lines, and the acquisition of
<br />necessary and and rights of way, and authorizing the levy and collection o
<br />a sufficient tax for the payment of the principal of and the interest on
<br />said bonds, be approved?
