~~~ <br />Purpose <br />This policy statement identifies Orange County's role in the <br />provision of water and/or sewage disposal services for the <br />following general purposes: <br />i _ To correct a public health emergency; <br />2 _ To provide service to an essential public f SCility; <br />3_ To provide for economic development opportunities; and <br />~€_ To provide bases, consistent with the Orange County <br />Comprehensive Pian, for the extension and expansion of <br />existing water and sewer services_ <br />This policy has been developed to be compatible with the <br />existing goals and objectives of the Orange County <br />Comprehensive Pian and has been organized around the <br />following goal statements: <br />1 _ Assist in providing clean and safe water supplies to meet the <br />needs of the residents of Orange County. <br />2 _ Assist in providing adequate and appropriate sewage <br />disposal iacilities for current and future residents. <br />3_ Within the County's planning jurisdiction, establish <br />development patterns compatible with the goal of directing <br />urban growth to areas where it is desirable and can be <br />practically and efficiently served by water and sewer <br />facilities. <br />4_ Establish a basis for Orange County's financial participation <br />in the provision of water and /or sewer services and <br />facilities. -- <br />5_ Establish a system of lees to assist in the financiag of water <br />and/or sewer services and facilities.
