<br />MINUTES OF THE ORANGE COUNTY
<br />BOARD OF COMMISSIONERS
<br />September 19, 1966
<br />The Board of Commissioners for the County of Orange, North Carolina, met in
<br />adjourned regular session at 8:00 o'clock P.M., on September 19, 19667 at the
<br />County Courthouse in Hillsborough, North,.Carolina, the regular place of meeting. `
<br />Present: Chairman Harvey D. Bennett, and Commissioners Gordon B. Cleveland,
<br />William C. Ray, Carl M. Smith and Henry S. Walker. Commissioner William C. Ray
<br />abstained from voting on the Orders and the Resolutions because of personal interest
<br />pertaining to the Lake Orange project.
<br />Absent: None
<br />Also present: S. M. Gattis, County Accountant and Betty June Hayes, Register
<br />of Deeds and ex officio Clerk of the Board of Commissioners.
<br />Commissioner Cleveland introduced the following two orders authorizing bonds
<br />which were read:
<br />ORDER AUTHORIZING $560,000
<br />WATER BONDS
<br />BE IT ORDERED AND RESOLVED by the Board of Commissioners for the County of
<br />Orange:
<br />1. That, pursuant to The County Finance Act,. as amended, the County of Orange,
<br />North Carolina, is hereby authorized to contract a debt, in addition to any and all
<br />other debt which said County may now or hereafter have power or authority to
<br />contract, and in evidence thereof to issue Water Bonds in an aggregate principal
<br />amount not exceeding $560,000 for the purpose of providing funds, with any other
<br />available funds, for the construction of a waterworks system in Orange County,
<br />including the construction of a dam and water storage facilities, the installation
<br />of mains and lines, and the acquisition of necessary land and rights of way.
<br />2. That a tax sufficient to pay the principal of and the interest on said
<br />bonds when due shall be annually levied and collected.
<br />3. That a statement of the debt of the County has been filed with the Clerk
<br />and is open to public inspection.

<br />4. That this order shall take effect when approved by the voters of the County
<br />at an election as provided in said Act.
<br />ORDER AUTHORIZING $90,000
<br />SANITARY SEWER BONDS
<br />BE IT ORDERED AND RESOLVED by the Board of Commissioners for the County of
<br />Orange:
<br />1. That, pursuant to The County Finance Act, as amended, the County of Orange,
<br />North Carolina, is hereby authorized to contract a debt, in addition to any and all
<br />other debt which said County may now or hereafter have power or authority to contract
<br />and in evidence thereof to issue Sanitary Sewer Bonds in an aggregate principal
<br />amount not exceeding $90,000 for the purpose of providing funds, with any other
<br />available funds, for the construction of a sanitary sewer system in Orange County,
<br />including the acquisition of necessary land and rights of way.
<br />2. That a tax sufficient to pay the principal of and the interest on said bonds
<br />when due shall be annually levied and collected.
<br />3. That a statement of the County debt has been filed with the Clerk and is
<br />open to public inspection.
<br />4. That this order shall take effect when approved by the voters of the County
<br />at an election as provided in said Act.
<br />Thereupon, on motion duly made, seconded and unanimously carried, the Board
<br />designated the County Accountant as the officer to make and file with the Clerk the
<br />sworn statement of debt and assessed valuation of the County which is required by
<br />The County Finance Act, as amended, to be filed before the final passage of the order
<br />which were introduced at this meeting.
<br />Thereupon the County Accountant filed with the Clerk, in the presence of the
<br />Board, the sworn statement of debt and assessed valuation as so required.
<br />Thereupon the order entitled: "ORDER AUTHORIZING $560,000 WATER BONDS" was
<br />passed on first reading.
<br />Thereupon the order entitled: "ORDER AUTHORIZING $90,000 SANITARY SEWER BONDS"
<br />was passed on first reading.
<br />On motion duly made, seconded and unanimously carried the Board fixed 10:00
<br />o'clock A.M., October 3, 1966, as the hour and day for the public hearing upon the
<br />(foregoing order's, and directed the Clerk to publish each of said orders, together wit -
<br />the appended note as required by the County Finance Act, as amended, in The News of
<br />Orange County not later than the tenth day before said date.-
