The EDD is comprised of 845 acres, all classified as Primary Development <br />Area. The amendment (which was not adopted) was examining approximately 530 <br />acres south of I-85. The Permitted Use Table in the Economic Development Districts <br />Design Manual contains an extensive list of "Primary" land uses, which, depending on <br />their intensity, are permitted by: <br />• County staff following review and approval; <br />• the Board of Adjustment (Class B) following a public hearing; or <br />• the Board of County Commissioners (Class A) following a public hearing. <br />A re-examination of all uses in the area is warranted based upon the inactivity over <br />eight years and developing a mixture of compatible and supporting uses that may <br />enhance the potential of the area. <br />A use not listed in Primary EDD is "Schools, elementary, middle, and high." However, <br />vocational schools are permitted as a Class A use in the Primary EDD and staff is <br />suggesting that public schools are also similarly compatible. <br />Geographically, the portion of the EDD south of I-40/85 is independent of areas in the <br />
