ORANGE COUNTY MULTI - HAZARD PLAN <br />D. COMMUNICATIONS /EOC COORDINATOR <br />Develop procedures which define agency responsibilities, describe <br />activation procedures and detail the warning systems for notifying the <br />general public. <br />2. Develop listing of warning resources, locations and areas of coverage. <br />3. Develop procedures to alert key officials. <br />4. Develop and maintain specialized warning procedures for special <br />locations, such as schools, hospitals, nursing homes, major industries, and <br />institutions. <br />5. Direct and control warning operations with EOC, <br />6, Develop procedures for, and activate various warning devices which are <br />located throughout the County including the Emergency Alert System, <br />upon authority of the Emergency Management Director or Deputy <br />Emergency Management Directors. <br />Develop staffing pattems and shift schedules for operation during EOC <br />activation. <br />Develop procedures and identify resources to augment the <br />communications capabilities. <br />9. Develop call -back procedures to communications personnel. <br />10. Maintain a list of procedures for emergency equipment repair. <br />11, Develop procedures for testing all emergency power for EOC. <br />11 Provide security during EOC operations. <br />11 Provide messengers between communications and the EOC for <br />information transmission. <br />14. Maintain records of expenditures, obligations, narratives, and operational <br />journals of response action, including any activities associated with <br />disaster operations. <br />15.
