ORANGE COUNTY MULTI - HAZARD PLAN <br />Department of'Emergency Management. The Emergency Management Department is <br />responsible for coordinating disaster response and the operational readiness of the <br />Emergency Operations Center. The Emergency Management Department operates 24- <br />hours per day. <br />Records of'expenditures and obligations during emergency operations, as well as <br />narratives and operational journals of response actions, must be maintained by each <br />activated County department/agency. Expenditure documents and reports shall be <br />submitted to the County Manager on a schedule determined by the Manager. <br />Consumer complaints pertaining to alleged unfair or illegal business practices <br />during emergencies will be referred to the State Attorney General's Consumer Protection <br />Division and the Orange County Sheriff's Department for investigation. Every effort will <br />be made to protect the citizens of Orange County from fraud or other dishonest activities <br />during disasters. <br />Discrimination in the execution of any disaster preparedness, response, relief, <br />recovery, or mitigation efforts on the grounds of'disabilities, race, color, religion, <br />nationality, sex, age, economic status, or any other factors is forbidden. This policy <br />applies equally to all levels of'government, contractors and subcontractors, and all other <br />individuals and businesses performing work for the County as the result of a disaster. <br />Memorandums of Understanding or other documents formalizing agreements for <br />support during disaster operations and recovery efforts will be in accordance with the <br />normal policy considerations of Orange County. Agreements shall be formalized prior to <br />emergency situations, if possible, and through the channels designated by the North <br />Carolina Department of Crime Control and Public Safety, Division of Emergency <br />Management. <br />Departments /agencies and organizations assigned responsibilities by this Plan are <br />responsible for providing their own administrative and logistical support for the <br />development of their respective departmental Emergency Operating Procedures (EOPs), <br />and for the preparation and maintenance of all necessary resource lists, Standard <br />Operating Procedures, or other documents required by their tasks. <br />G. Plan Development and Maintenance <br />The County Manager will ensure that an annual review of this plan is conducted <br />and ensure that necessary revisions are accomplished. All County Departments having <br />responsibilities and task assignments by this Plan are required to conduct an annual <br />review and submit a revision of their respective portion to the Department of Emergency <br />Management by March 1 of each year. The Emergency Management organization will <br />coordinate all departmental revisions and present the total plan, as revised, to the County <br />Manager by April 1 of each year. <br />This plan shall be exercised at least once every five (5) years to ensure the <br />County's readiness to respond to a disaster.
