ORANGE COUNTY MULTI - HAZARD PLAN <br />D. Direction and Control <br />The Emergency Operating Center (EOC), located at 1914 New Hope Church <br />Road, is the base of operation for all emergency management activities for the County.. <br />Members of the Emergency Management organization are familiar with plans and <br />procedures to cope with an emergency and will assume a lead role during disaster <br />operations. The Chair, County Commissioners, or designee will authorize activation of <br />the Emergency Operations Center. The overall strategy and policy of emergency <br />activities in a crisis situation is vested with the Chair, County Commissioners. <br />Direction and control of disaster operations will be conducted in accordance with <br />the National Interagency Incident Command System (NUCS). A commander will be <br />assigned at each disaster site and a chain of command will be organized in accordance <br />with the National Interagency Incident Command System. The NIICS is used in the <br />Orange County Emergency Management organization for daily operations. <br />E. Continuity of Government <br />Emergency and disaster occurrences may result in disruption of government <br />functions. It is important that procedures are in place to allocate decision - making <br />authority in the absence of chief officials or department heads. The line of succession of <br />the County Board of Commissioners proceeds from the Chair to the Vice - Chair, in <br />accordance with County policy. Department/agency heads with tasks assigned under this <br />plan we responsible for adequately training alternate staff members to carry out the <br />duties and responsibilities stated herein, This plan requires department/agency heads to <br />deliniate a least two assistants empowered to act in their absence. A roster of deliniate <br />personnel is required as part of each departmental EOP. <br />It is the responsibility of elected officials to ensure that all legal documents of <br />both a public and a private nature recorded by designated officials be protected and <br />preserved in accordance with existing laws, statutes, and ordinances. Each <br />department/agency is responsible for the preservation of essential records to ensure <br />continued operational capabilities. <br />The governing body may relocate to the Emergency Operations Center during <br />times of emergency if necessary. If the primary Emergency Operations Center is <br />determined to be inoperable, the governing body will relocate to an alternate Emergency <br />Operations Center. <br />F. Administration and Logistics <br />Emergency Medical Services, the Fire Marshal's Office, the Hazardous Materials <br />Response Team, and the 9 -1 -1 Communications Center comprise the Orange County <br />Revised 2/6/03 <br />
