ORANGE COUNTY MULTI - HAZARD PLAN <br />The senior - elected official or the designee for the jurisdiction may <br />declare a State of Emergency to exist within the jurisdiction (or a <br />part thereof) and begin implementing emergency procedures. <br />6. The Chair of the County Commissioners, assisted by the County <br />Manager and County Emergency Management Director, will <br />coordinate and control County resources and advise municipalities <br />of needs or progress. <br />Termination of a State of Emergency shall be declared by the <br />authority by whom it was proclaimed, <br />B. The Four Objectives of Comprehensive Emergency Management <br />1. MITIGATION <br />Mitigation activities are designed to either prevent the occurrence of an <br />emergency or minimize the potentially adverse affects of an emergency. Some <br />mitigation activities include development of public health and zoningibuilding <br />code ordinances and enforcement of those regulations on a day -to -day basis. <br />2. PREPAREDNESS <br />Preparedness activities, programs, and systems are implemented prior to <br />an emergency. Preparedness activities support and enhance response activity. <br />Planning, training, and exercising are among the activities conducted under this <br />phase. <br />3. RESPONSE <br />Response activities and programs are designed to address the immediate <br />affects of the disaster and are intended to reduce casualties, reduce damage, and <br />speed recovery. Response activities include direction and control, warning, <br />evacuation, mass care, and other similar operations. <br />4. RECOVERY <br />Recovery activities involve restoring systems to normal. Short-term <br />recovery actions are taken to assess damage and return vital life - support systems <br />to minimum operating standards; long -term recovery actions may continue for <br />many years. <br />C. Organization <br />Most departments within local government have emergency functions in addition <br />to thew normal duties. Departments are responsible for developing and maintaining <br />Emergency Operating Procedures (EOPs) based on the responsibilities that are assigned <br />to them by this plan. Specific responsibilities for each department/ agency are outlined in <br />section YII of this plan. Responsibilities for organizations which support disaster <br />operations and preparedness that are not a part of local government are also included. <br />Revised 2/6/03 <br />
