ORANGE COUNTY MULTI- HAZARD PLAN <br />B. Potential Hazards <br />Potential hazards, natural and technological, that may pose a threat to Orange <br />County and significantly threaten lives, property, and cause disruption to normalcy <br />include: <br />a. Hazardous Material <br />Incidents <br />b. Severe Winter Storms <br />c. Urban and Wildfires <br />& Drought <br />e. Power Failure <br />f. Flooding <br />g. Mass Casualty <br />IV, Planning Objectives <br />h. Transportation Accidents <br />i. Tornadoes <br />J, Dam failure <br />k. Earthquakes <br />1. Nuclear Incident <br />m.. Biohazards /Chemical <br />Warfare <br />It is the county's objective to plan for and carry out disaster response and short-term <br />recovery operations utilizing only local resources. Although it is likely that outside assistance <br />would be available in most major disaster situations affecting the County, the County must have <br />the ability to manage disasters for a period of two (2) weeks before relying on outside resources. <br />It is the objective of this plan to make all county officials and departments /agencies aware of the <br />potential results of a major disaster, and prepare them to execute their responsibilities defined by <br />this plan. This plan provides guidance and coordination for disaster response and recovery <br />efforts. <br />V. Concept of Operation <br />A. General <br />As required by General Statutes 166A -2, it is the responsibility <br />of County government to protect life and property from the <br />affects of hazardous events. <br />2. The County Emergency Operating Center (EOC) will be staffed <br />and operated as the situation dictates. <br />3. The senior- elected official or the designee of the jurisdiction is <br />responsible for evacuation and shelter activation as necessary. <br />4. The primary Emergency Broadcast Systems (EBS) Station is <br />WQDR -FM 94.7 radio located in Raleigh, North Carolina. The <br />Chair of the County Commissioners, or representative, will be in <br />contact with WQDR -FM 94.7 during times of emergency. <br />Revised 10/02/97 <br />
