ORANGE COUNTY MULTI - HAZARD PLAN <br />I. Purpose <br />This Orange County Multi - Hazard Plan delineates responsibilities to various government <br />agencies and other private organizations of'Orange County to reduce the vulnerability of the <br />public's health, welfare, and safety caused by a disaster. This master plan establishes guidelines <br />for disaster operations during response and recovery, delineates pre- disaster planning <br />requirements including mitigation and preparedness, and enhances the county's capability to <br />respond effectively to disasters. <br />11. Introduction <br />This plan delineates emergency responsibilities to Orange County department/agency <br />heads. This plan is organized into five main sections where Section III provides a general <br />description of the geographical location of the county, identifies the major traffic arteries and rail <br />carriers, and identifies the disasters that could pose a threat to Orange County. Section IV <br />outlines the concept of operation while Section VI provides a list of authorities and references <br />that provide legal authority for, and guidance to, this plan. Finally, Section VII is organized by <br />government department/agency and delineates the responsibilities assigned to each department <br />head or organization lead. <br />Ill. Background Information <br />A. General Description <br />Orange County is located in Central North Carolina and is bound on the East by <br />Durham County, on the South by Chatham County, on the North by Person and Caswell <br />Counties, and on the West by Alamance County. The current population of the County <br />and municipalities within the County is approximately 118,300.The County contains <br />400,2 square miles. <br />The major traffic arteries which dissects the County from east to west are: <br />a. Interstate 40 <br />b. Interstate 85 <br />c. U.S. Highway 70 <br />d. N.C. Highway 54 <br />e. N.C. Highway 157 <br />The major traffic arteries that dissect the County from north to south are: <br />a. U.S. Highway 15 -501 <br />b. N.C. Highway 57 <br />c. N.C. Highway 86 <br />Additionally the County is dissected east to west by rail, with one spur line running <br />through the town of Carrboro. <br />Revised 02/5/03 <br />
