ORANGE COUNTY MULTI - HAZARD PLAN <br />This Orange County Multi- Hazard Plan was developed as an All Hazards Plan and <br />encompasses an Integrated Emergency Management approach to disasters. An all hazards <br />approach to disasters assumes that the results of disasters are usually constant, regardless of the <br />cause of the disaster, and most disaster threats require similar planning and response activity, An <br />Integrated Emergency Management approach to disasters is accomplished by identifying <br />essential tasks required during disaster operations and expanding the daily responsibilities of key <br />departments and agencies to encompass those tasks. This plan integrates functions necessary to <br />address disasters with the daily responsibilities of government agencies and private organizations <br />of Orange County. <br />This Plan establishes the minimum requirements for each department/agency head with <br />disaster related functions and must be supported by individual Departmental Emergency <br />Operating Procedures (DEOPs), Standard Operating Procedures (SOPs), Memorandums of <br />Understandings (MOUs), resource lists, and other specific documentation outlined within the <br />individual departmental EOPs. The Orange County Emergency Operating Plan defines the roles <br />and responsibilities of officials, departments, agencies, and other private organizations during <br />disaster operations. This plan is intended to greatly reduce the confusion, chaos and conflict <br />during a disaster, and significantly decrease the vulnerability of the public's health, welfare and <br />safety during a disaster. The Orange County Department of Emergency Management is <br />responsible for the development and maintenance of this master plan. <br />This plan meets all the essential elements of the Federal Emergency Management <br />Agency's guidelines for disaster planning, and the legal responsibilities identified in the NCGS <br />166A. This plan promotes four major components of an effective emergency management <br />program including: mitigation, preparedness, response, and recovery activities. <br />Revised 02/5/03 <br />
