480 <br />MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS . <br />September 6, 1966 <br />The Board of Commissioners for the County of Orange, North Carolina, met in <br />regular session at the County Courthouse in Hillsborough, North Carolina, the re <br />place of meeting, at 10:00 o'clock A.M., on Tuesday, September 6, 1966, Monday, <br />September 5, 1966, having been a legal holiday. <br />Members Present:. Chairman Harvey D. Bennett and Commissioners Gordon B. <br />Cleveland, William C. Ray, Carl M. Smith, and Henry S. Walker. <br />Members Absent: None <br />Also present: Betty June Hayes, Register of Deeds and ex officio Clerk of the <br />Board of Commissioners. <br />Commissioner Smith introduced the following resolution which was read: <br />RESOLUTION AUTHORIZING PUBLICATION <br />OF NOTICE OF INTENTION AND FILING <br />OF APPLICATION FOR APPROVAL OF BONDS <br />WITH LOCAL GOVERNMENT COMMISSION <br />BE IT RESOLVED by the Board of Commissioners for the County of Orange: <br />Section 1. The Register of Deeds and ex officio Clerk of the Board of <br />Commissioners is hereby authorized and directed to publish a Notice of Intention To <br />Apply TO The Local Government Commission For Approval of Bonds in The News of Orange <br />County on September 8 and 15 in substantially the following form: <br />NOTICE OF INTENTION <br />TO APPLY TO THE LOCAL GOVERNMENT COMMISSION <br />FOR APPROVAL OF BONDS <br />NOTICE is hereby given of intention of the undersigned to file application <br />with the Local Government Commission, Raleigh, North Carolina, for its approval <br />of the issuance of the following proposed bonds of the County of Orange, North <br />Carolina, which bonds shall be subject to the approval of the voters of said <br />County at an election: <br />$560,000 WATER BONDS for the purpose of providing funds, with any other <br />available funds, for the construction of a waterworks system in <br />Orange County, including the construction of a dam and water <br />storage facilities, the installation of mains and lines, and the <br />acquisition of necessary land and rights of way. <br />S 90,000 SANITARY SEWER BONDS for the purpose of providing funds, with any <br />other available funds, for the construction of a sanitary <br />sewer system in Orange County, including the acquisition of <br />necessary land and rights of way. <br />This notice was first published on the 8th day of September, 1966. Any citizen <br />or taxpayer objecting to the issuance of all or any of said bonds may file with the <br />Local Government Commission a verified statement setting forth his objections as <br />provided in Section 159-7.1 of the General Statutes of North Carolina, in which <br />event he shall also file a copy of such statement with the undersigned at any <br />time within ten days from and after such first publication. A copy of this notice <br />must be attached to the statement so filed. Objections set forth in said <br />statement shall be for consideration by said Commission in its determiantion of <br />whether or not it may hold a public hearing as provided by law on the matter of <br />issuance of said bonds. <br />BOARD OF COMMISSIONERS FOR THE <br />COUNTY OF ORANGE <br />BETTY JUNE HAYES <br />Clerk of Board of Commissioners <br />Section 2. The County Attorney is hereby authorized and directed to file an <br />application with the Local Government Commission for the approval of said <br />$560,000 Water Bonds and $90,000 Sanitary Sewer Bonds mentioned in the Notice of <br />intention set forth in Section l of this Resolution. <br />Section 3. This Resolution shall take effect immediately upon its passage. <br />Thereupon, upon motion of Commissioner Cleveland,seconded by Commissioner <br />Smith, the foregoing resolution entitled:. "RESOLUTION AUTHORIZING PUBLICATION OF <br />NOTICE OF INTENTION AND FILING OF APPLICATION FOR APPROVAL OF BONDS WITH LOCAL <br />GOVERNMENT COMMISSION" was passed by the following vote: <br />Ayes: Commissioners Bennett, Cleveland, Ray, Smith and Walker.` <br />Noes: None <br />-.1
