ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: August 19, 2003
Action Agenda
Item No. ~~
SUBJECT: Contracts Between CHCCS and OCS and Health Department for School
Nurses
DEPARTMENT: Health
PUBLIC HEARING: (Y/N)
No
ATTACHMENT(S):
Contracts
INFORMATION CONTACT:
Rosemary Summers, ext 2411
TELEPHONE NUMBERS:
Hillsborough 732-8181
Chapel Hill 968-4501
Durham 688-7331
Mebane 336-227-2031
PURPOSE: To approve the contracts between CHCCS and OCS and the Health Department
for School Nurse funding.
BACKGROUND: During the budget deliberations in FY 2001-2002, the Board of
Commissioners agreed to a four-year plan for achieving a goal of a full-time school nurse in
every public school in both Chapel Hill-Carrboro City Schools (CHCCS) and Orange County
Schools (OCS). The funds appropriated for Fiscal Year 2001-2002 were to support two
additional full-time nurses in Chapel Hill-Carrboro City Schools and one additional full-time
nurse in Orange County Schools and their associated operating expenses. These funds were
authorized for a partial rather than a full year due to budgetary constraints. The budget
approved for the 2002-2003 year held the number of nurses in each system funded under this
agreement to the same level as FY 2001-2002. However, funding for the entire 10-month
school year was included for all three positions. For the 2003-2004 fiscal year, the
Commissioners have authorized Year 2 of the four-year plan that details two additional nurses
for the Chapel Hill-Carrboro City School system and one additional nurse for the Orange County
School system. The implementation of the Year 2 plan is scheduled for October 1, 2003.
With approval of the attached contracts, a total of four nurses for the CHCCS system and two
nurses for the OCS system will have been allocated under Years 1 and 2 of the plan. When
implemented, and pending BOCC approval, Year 3 of the plan will provide one additional nurse
to each system, and Year 4 will provide one additional nurse to the CHCCS system.
Implementation of the entire plan through Year 4 will result in a total of six nurses being
supported in the CHCCS system and three nurses in the OCS system. It should be noted that
the school location assignments of these nurses within each system varies due to individual
school and overall system needs and are modified by school officials when necessary.
