North Carolina <br /> General Statutes require counties to submit their strategies for meeting the state and federal <br /> goals through a county plan. The plan that will become effective October 2003 must be <br /> submitted to the Division of Social Services on November 1, 2002. The plan can be <br /> advertised for public comment at the same time and changes based on the comments may be <br /> submitted to the Division during November and December. <br /> The Work First planning meetings provide an opportunity forthe community to review the <br /> progress being made and to address issues related to low-income families with children in <br /> Orange County. It then allows for the community to decide goals and strategies for improving <br /> the community response to these families. <br /> A local planning committee appointed by the Commissioners is required for completion of the <br /> plan. Social Services has submitted a list of stakeholders for the Commissioners <br /> consideration. This list includes Work First recipients as well as representatives from the <br /> business community, service agencies and advocacy organizations. <br /> FINANCIAL IMPACT: No financial impact is anticipated from the appointment of the <br /> committee. <br /> RECOMMENDATION: The Manager recommends that the Board approve the appointment of <br /> the members of the planning committee <br />
