MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />August 22, 1966 <br />The Orange County Board of Commissioners met in special session at 7:30 p.m. <br />on Monday, August 22, 1966, in the Commissioners room at the courthouse in <br />Hillsborough, N. C. <br />Members present: Chairman Harvey Bennett, Commissioners Gordon B. Cleveland, <br />William C. Ray and Henry S. Walker <br />Members absent: Commissioner Carl M. Smith <br />This meeting was held for the purpose of discussing with an interested group <br />of Hillsborough citizens the exterior design of the proposed County Public Health <br />Building. <br />The following persons were present: Mrs. Alfred Sngstrom, President of the <br />Hillsborough Historical Commission, John Roberts, James Coman, Dr. & Mrs. H. W. <br />Moore, David Payne, Mrs. E. M. Lockhart, Don Matheson, Fred Claytor, Dr. Charles <br />Blake, Dr. Robert J. Murphy, and Harry Palmer, Senior Regional Planner of the <br />Research Triangle Regional Planning Commission, who had been employed by the Town <br />of Hillsborough in his capacity as a Professional Planner. <br />Mr. Palmer informed the Board of the latest planning development being under- <br />taken by the Town of Hillsborough. He placed particular emphasis on the "L" shaped <br />Hillsborough area and the proposed Governmental complex plans, which would incldde <br />the Health Building, located in and near the Margaret Lane area. <br />Jesse Page, Architect, who designed the proposed Health Building, and his <br />Associate,. Louis Polier, stated they did not feel the proposed Health Building, as <br />designed, conflicted with the "Old Hillsborough" theme of colonial architecture and <br />that the building as presently proposed would blend with the proposed Govermental <br />Complex and surrounding areas. <br />Mrs. Engstrom and the delegation of citizens were insistent in their views that <br />the proposed building did conflict with the "Old Hillsborough" theme and they would <br />not agree with the statements made by Mr. Page concerning said matter. <br />The following comments were made by members of the delegation: <br />James Coman: "I feel this building would cost no more to construct in Colonial <br />Architecture than in the proposed type." <br />Don Matheson: "I feel the building should be constructed in the Colonial <br />Architectural design". <br />Mayor Fred Claytor: "The building should be built to blend with the community <br />and surrounding areas". <br />Mrs. H. W. Moore: "The building would never blend with the proposed "Old <br />Hillsborough spirit". <br />Dr. H. W. Moore: "I presently have my office in a Colonial type structure and <br />I find it highly suitable to its purpose". <br />After lengthly discussion, Commissioner Cleveland proposed that an additional <br />conference with the Architect be held in order to determine if certain changes of <br />design might be made sc that the proposed building would "conform" to the spirit <br />of the proposed governmental comples. <br />Commissioner Ray requested that Commissioner Cleveland's suggestion be put in <br />the form of a motion which he could second. Commissioner Cleveland so moved that <br />his suggestion become a motion. Commissioner Ray seconded same. Chairman Bennett <br />called for the vote. There were four ayes and no noes. Chairman Bennett declared <br />the motion passed. <br />The Board requested that Mrs. Engstrom and the other members of the delegation <br />continue their study of the proposed Health Building. Chairman Bennett also <br />requested that if any member should develop a practical solution to said problem <br />that they notify the Board in order for another meeting of all parties might be <br />arranged. <br />There being no further business to come before the meeting same was adjourned <br />to meet again on Wednesday, August 24, 1966, at 8 o'clock p.m. <br />Harvey D.
