4'-t'7 <br />THEREFORE, BE IT NOW RESOLVED that the tract of 1.25 acres above described by <br />metes and bounds be and it is hereby dedicated as a site for a new public health <br />building and related medical purposes exclusively. <br />The foregoing resolution was duly seconded by Commissioner Henry Walker and <br />unanimously passed. <br />A delegation of citizens from the Hillsborough area were present.. Mrs. Alfred <br />Engstrom was spokesman for the group and she voiced the group's opposition to the <br />style of architecture being used for the new proposed Health Center. The <br />delegation requested that a conference with the Architect, County Officials, and <br />Town Planning Board members be arranged in order that this matter might be further <br />discussed, with particular emphasis, being made for the possibility of changing <br />the exterior design of the proposed Health Building. The County Administrator was <br />directed to arrange a time and date for said meeting. <br />Doctor C. T. Kaylor, and Mrs. Nell Andrews, members of the County Planning Boar( <br />and Harry Palmer, Senior Regionkl Planner of the Research Planning Commission <br />appeared before the Board. Discussion ensued concerning a Planning Study now being <br />undertaken by the Planning Board in the Chapel Hill Township area. Drafts -and maps <br />of the proposed area and ordinance were presented and reviewed by the Hoard. Sectiol <br />Seven of the proposed ordinance was further discussed. The members of the Planning <br />Board were requested-to have Section seven of the proposed ordinance placed into <br />print and to also devise some method of reducing the size of the maps in order that <br />copies of said maps might also be printed. The Board requested further that once <br />these items had been completed they would upon presentation by the Planning Hoard be <br />ready to receive the proposed ordinance. <br />Tom Rose, Consulting Engineer of the Lake Orange Project, presented the. <br />following letter concerning the proposed lake: <br />"In a previous report that was based entirely upon information furnished by Mr. <br />W. C. Ray, I stated that Lake Orange would have an area of 150 acres and storage <br />volume of 490 million gallons, and would supply a daily draft of 3.9 million gallons, <br />Incomplete air and ground surveys to date substantially confirm the above <br />figures. From actual measurements taken from a partially completed topographic map <br />we find that the lake would cover 143 acres and have a volume of 471.2 million <br />gallons. These figures are within 5% of the original estimate and such a lake would <br />still be sufficient to furnish a raw water supply of 3.9 million gallons per day. <br />The following figures covering estimated costs of developing this lake are <br />based on the assumption that there is available within the area a sufficient supply <br />of proper material for an earth dam. This soil should be of an impervious nature, <br />suitable for compaction by rolling. The project would require a gate house just <br />above the dam and a supply pipe through the dam to control and supply water when the <br />lake level is below the spillway elevation. <br />At the west end of the dam there would be a chute type spillway lined with <br />concrete for most of its length. <br />The estimated cost is as follows: <br />Clearing Lake Area <br />Clearing and Grubbing <br />Earth Excavation <br />Rock Excavation <br />Embankment <br />Flood Control <br />Concrete Spillway <br />Gate House <br />36" R.C. Commissioner Walker <br />seconded the motion, and same was declared passed by Chairman Bennett. <br />There being no further business to come before the Board the meeting was <br />adjourned to meet again Monday, August 22, 1966 at 7:30 P.M. in the Commissioners <br />Room at the Courthouse in Hillsborough. <br />Harvey D.
