Carla Thames - NCDOT Response to Orange t,ounry vutoo~r uy~n~~~y ~~a qua u~ - <br />~~ <br />From: "Chris Haire, PE" <chaire@dot.state.nc.us> <br />To: <cthames@co.orange.nc.us> <br />Date: 3/25/03 4:39PM <br />Subject: NCDOT Response to Orange County Outdoor Lighting Standards <br />Carla: <br />I was asked by Mike Mills, PE, Division 7 Engineer to review and <br />comment on the Orange County Outdoor Lighting Standards that are <br />to be amended to the Zoning Ordinance of Orange County and <br />presented to the Planning Board on March 26, 2003. Comments from <br />the Special Design Section of the Design Services Unit are listed <br />below. <br />Under 6.31.2 "Definitions" add- AASHTO: American Association of <br />State Highway and <br />Transportation Officials. <br />Under 6.31.5 "Submittal Requirements" add-- Roadway lighting <br />installed on state maintained roads must meet AASHTO requirements <br />for light levels and uniformity. Roadway lighting submittal <br />requirements can be obtained in the NCDOT publication titled <br />"Policies and Procedures for Accommodating Utilities on Highway <br />Rights of Way". The NCDOTs standard 2'-b" curb and gutter, <br />defined as a 6" vertical face curb on page 47.2 of the "Policies <br />and Procedures for Accommodating Utilities on Highway Rights of <br />Way" does not act as a barrier curb at speeds greater than 25 <br />mph. It is considered to be a mountable curb as defined in AASHTO <br />"A Policy on Geometric Design on Highways and Streets, 2001. <br />Therefore, the mountable curb and gutter section of the <br />"Policies and Procedures for Accommodating Utilities on Highway <br />Rights of Way" shall apply. <br />Under 6.31.6 "General Standards For All Areas" item "I." add-- If <br />any street will be taken over by NCDOT for maintenance, roadway <br />lighting must meet AASHTO requirements, and must be installed and <br />maintained according to the NCDOT publication titled "Policies <br />and Procedures for Accommodating Utilities on Highway Rights of <br />Way." The NCDOTs standard 2'-6" curb and gutter, defined as a b" <br />vertical face curb on page 47.2 of the "Policies and Procedures <br />for Accommodating Utilities on Highway Rights of Way" does not <br />act as a barrier curb at speeds greater than 25 mph. It is <br />considered to be a mountable curb as defined in AASHTO "A Policy <br />on Geometric Design on Highways and Streets, 2001.
