Equipment for enforcement is available without requiring additional tools. <br />Does the County have the authority to regulate publicly funded streetlights? <br />- On North Carolina Department of Transportation (NCDOT) maintained lighting, we <br />have incorporated NCDOT's own requirements and regulations by reference. The <br />standards do prohibit the use of mercury vapor lights. However, according to NCDOT <br />staff, they no longer install or repair lighting using mercury vapor lamps, preferring the <br />cost effectiveness of high pressure sodium lighting. <br />• Request the Chamber of Commerce be notified and given the opportunity to review and <br />comment <br />- The Chapel Hill/Carrboro Chamber of Commerce received a copy of the Outdoor <br />Lighting Standards on March 24, 2003. To date, no responses have been received. <br />- The Orange County Economic Development Commission has received a copy of the <br />standards. <br />- Town of Hillsborough Planning Director and Chamber of Commerce have received a <br />copy of the proposed standards. <br />- All above agencies will receive copies of Outdoor Lighting Standards upon adoption. <br />Summary of comments from Duke Power Company <br />a. Define "inoperable" as situations requiring complete replacement of existing fixture <br />- Included: Term is no longer contained within the amendment. <br />b. Not require submittal of lighting plans for all applicable lighting installations due to <br />additional burden on applicants <br />- Not Included: Lighting plans must be submitted for review prior to installation. A <br />professionally prepared plan is not required, but a plan with sufficient information <br />must be submitted for staff to review for consistency with these standards. <br />c. Allow flexibility in the maximum footcandles allowed at property lines where owners <br />want to share an area light <br />- Not Included: Recommend not changing footcandle standards at property lines <br />d.
