If a watercourse is to be altered or relocated, a description of the extent of watercourse <br />alteration or relocation; an engineering report on the effects of the proposed project on <br />the flood-carrying capacity oj7he watercourse and the effects to properties located both <br />upsh•emn and downsh•eanr, and a map, drawn to scale, showiaag the location of the <br />proposed watercourse alteration or relocation shall all be submitted by the permit <br />applicant prior to issuance of a floodplain development permit. <br />e. Certiftcatioaz Exemptions. The following sh°uctures, if located within Zorze A, AQ AE or <br />Al-30, are exempt.fi•om the elevatio~z/Jlood prooftng certiftcatioaa requirements specified <br />in item a and b. above <br />i. Recreational vehicles meeting requirements of Section 4-92(4); <br />ii.. Temporaay structures meeting requirements of Section 42-92(6); and <br />iii.
