Attachment 2 is the formal letter <br />of request for the supplemental funding from OPC/LME, <br />FINANCIAL IMPACT: With the approval of the FY2005-06 operating budget, the Board <br />established a Critical Needs Reserve fund that totaled $440,000. Monies available in this <br />reserve fund would be available for the Commissioners to use, during the course of the fiscal <br />year to address adverse State budgetary action as well as other unforeseen funding needs that <br />arose after the adoption of original budget. To date, the Board has approved two <br />appropriations from the reserve fund - $21,500 for the Health Department to conduct water <br />sampling in the Mill Creek Road area and $50,000 far DSS to provide daycare subsidies for <br />families, Funds totaling $368,500 remain in the Critical Needs Reserve Fund. <br />Staff identified Early Intervention and Family Service of Orange County and KidScape as <br />potentially requiring possible one-time, supplemental "bridge' funding to occur at the time of <br />OPC/LME divestiture, As indicated in the Background section of this abstract, actual funding <br />needs total $57,468, Should the Board approve the release of these funds from the current <br />available Reserve find, $311,032 would remain for future appropriation by the Board, <br />RECOMMENDATION(S): The Manager recommends that the Board authorize the release of <br />$57,468 from the Critical Needs Reserve to facilitate the divestiture and transfer of <br />EIFS/KidScope from the OPC/LME to Chapel Hill Training and Outreach Project, Inc. <br />
