Mgr, 245 -2307 <br />Judy Truitt, OPC/LME Director, 913-4037 <br />PURPOSE: To authorize the release of a one-time County supplemental appropriation in the <br />amount of $57,468 to OPC/LME to facilitate the divestiture (transfer) of EIFS/OG &KidScope to <br />the Chapel Hill Training Outreach Project effective October 1, 2005. <br />BACKGROUND: During the .)une 16, 2005 budget work session, County and OPC/LME staff <br />updated Commissioners on the anticipated need for one-time supplemental "bridge" funding (in <br />the approximate amount of one-month's operating expense) to help facilitate the divestiture of <br />OPC programs serving Orange County residents as provided under the approved business plan <br />for mental health reform. Attachment 1 is the Program Transition Worksheet that <br />accompanied this item at the budget work session. <br />At that time, the Board agreed to set-aside up to $93,882 to assist in the planned divestiture <br />(transfer) of the Orange County Early Intervention and Family Services Program (EIFS), <br />including KidScope and the Children's Learning Center. Following a competitive bid process <br />and extensive analysis by staff and community stakeholders, the OPC/LME Board authorized <br />negotiation of a contract award to Chapel Hill Training and Outreach Project, Inc. (CHTOP) on <br />June 28, 2005. Negotiations were successfully completed to the mutual satisfaction of all <br />parties, including concerns and considerations for the transition of existing OPC staff, and <br />CHTOP will assume operation of programs and services effective October 1, 2005. The <br />contract totals $57,468. <br />In order to facilitate the organizational transfer, OPC/LME management requests release of the <br />one-time County funding in an amount actually less than the original set-aside as described in <br />the attached correspondence.
