ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: June 26, 2003
Action Agenda
Item No.
SUBJECT• Authorization to Contract for Work at Whitted Building During Summer Break
DEPARTMENT: Purchasing and Central
Services & Public Works
PUBLIC HEARING: (Y/N) No
ATTACHMENT(S):
INFORMATION CONTACT:
Pam Jones, (919) 245-2652
Wilbert McAdoo, (919) 245-2625
TELEPHONE NUMBERS:
Hillsborough 732-8181
Chapel Hill 968-4501
Durham 688-7331
Mebane 336-227-2031
PURPOSE: To consider authorizing the Manager or his designee to contract with vendors
during the summer break for materials and labor associated with painting the interior of the
facility and replacing floor covering when that work exceeds the $20,000 threshold for Board
approval.
BACKGROUND: As the Board will recall, work at the Whitted Building was suspended in early
May 2003 in order to remove bat guano in above ceiling areas of the building that would need to
be accessed for installation of new HVAC ductwork. The abatement contractor is progressing
well with the basement level now completed and completion of the full abatement project
anticipated by June 27, 2003. After suspending the job for approximately four weeks pending
completion of the abatement in specific work areas, both the HVAC and the electrical
contractors returned to the project on June 2, 2003.
The Whiffed Building work basically runs on two parallel tracks. One track is the HVAC
renovation, which is under contract with Environmental Air Systems (EAS), and the other the
more cosmetic renovations of painting and replacing floor covering that is being coordinated by
the Public Works Department under separate contracts. Pubic Works is coordinating the work
such that the flooring/painting work is accomplished as the HVAC contractors complete a
section and move to the next. In order to maintain the continuity of the project and to ensure
the December completion time is met, certain work must be accomplished during the period that
the Board is not in session (July 1 through August 19). Although each of the components will
be bid as required, the flooring and painting bid amounts will fall into a range normally requiring
Board approval (over $20,000). The Board is being asked to authorize the Manager or his
designee to execute the paperwork necessary to place this work under contract.
