ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: June 26, 2003
Action Agenda
Item No. ~ '~
SUBJECT: Authorize the Purchasing Director to Purchase Six (6) Mobile Data Terminals
for Sheriff from the North Carolina State Contract
DEPARTMENT: Purchasing Department PUBLIC HEARING: (YIN) No
Sheriffs Department
ATTACHMENT(S): INFORMATION CONTACT:
Pam Jones, 245-2652
Sheriff Pendergrass, 245-2900
TELEPHONE NUMBERS:
Hillsborough 732-8181
Chapel Hill 968-4501
Durham 688-7331
Mebane 336-227-2031
PURPOSE: To consider authorizing the Purchasing Director to purchase six (6) mobile data
terminals (MDT) for the Sheriff from the North Carolina State Contract.
BACKGROUND: At the November 19, 2002 Board meeting, the Board accepted a COPS MORE 02
grant totaling $38,574. The money from this grant along with $12,858 in matching funds from the
Sheriff's current year budget are to be used to fund a pilot program for six (6) mobile data terminals.
These workstations will allow a deputy to check criminal records in the field and have access to the
Sheriffs comprehensive law enforcement software - OSSI.
Orange County can purchase these MDT's through the State of North Carolina Purchase and
Contract on Bid Number 204-B -- Mobile Ruggedized Computers. North Carolina General Statutes
allow local governments to purchase from the State Contracts rather than soliciting bids. Orange
County is evaluating the eight vendors on the contract to ensure that the units purchased best meet
the County's needs based on compatibility and quality. Orange County would purchase at least six
complete units (including all hardware, software and installation) from one of the vendors available on
State Contract.
The grant funds must be encumbered by July 31, 2003. Therefore, authorization is being sought at
this time because this is during the period that the Board is not in session (July 1 through August 19)
and falls into a range normally requiring Board approval (over $20,000).
FINANCIAL IMPACT: Total cost of this action, if approved by the Board, would not exceed $51,432
which is the total of the grant and matching funds from the Sheriff's budget.
RECOMMENDATION(S): The Manager recommends that the Board authorize the Purchasing
Director. to execute the necessary paperwork to purchase the mobile data terminals.
