Step I. Plan for Outcomes <br />• Collect much better data at the local level and <br />Create a planning process that focuses on the outcome of ending chronic <br />homelessness, <br />Step II. Close the Front Door <br />• To end chronic homelessness, mainstream programs must prevent people from <br />becoming homeless, <br />• Discharge Planning should be improved, and <br />• The flow of incentives should favor helping people with the most complex <br />problems. <br />Step III.Open the Back Door <br />• An adequate supply of appropriate housing should be developed and subsidized, <br />• Quickly re-house homeless persons, and <br />• Specifically address the needs of the chronically homeless, transitionally <br />homeless, and episodically homeless, <br />Step IV. Build the Infrastructure <br />• Increase the supply of affordable housing, <br />• Increase incomes to pay for basic needs, and <br />• Build appropriate services, <br />4. Research Input <br />Seven (7) areas of research would be conducted. These include a review of previous <br />studies; analysis of the current homeless population; analysis of the supply of'services; <br />analysis of the current ability ofprovider agencies to expand services; analysis of service <br />levels mandated by government entities; cost analysis of homelessness; and analysis of <br />potential funding sources. <br />(i) Review of Previous Studies <br />The Continuum of Care Reports and previous Homeless Action Plans for Orange <br />County and the Towns of Carrboro, Chapel Hill, and Hillsborough, would be <br />reviewed to understand the issues, strategies, and actions the community has <br />implemented and projects that are underway to alleviate homelessness. Other <br />relevant documents including current and prior Consolidated Plans, CAPERs, and <br />PHA Plans of the County and the three towns would be reviewed to gain insight <br />into the changes occurring in homeless population, affordable housing goals and <br />strategies that were implemented in the previous ten years and the proposed goals <br />and strategies that would affect the homeless population in the community in the <br />corning five to ten years. Review of the documents would focus on: <br />a, Nature and extent of Homelessness in Orange County and the Towns of <br />Carrboro, Chapel Hill, and Hillsborough. <br />
