15SU8 4: Homeless population visiting the shelters repeatedly without ever <br />approaching the goal of permanent housing. <br />60x1 ~: Decrease the duration of homelessness. <br />Recommendations: <br />o The organization of a shelter or transitional system in the <br />community should be oriented to reduce the duration of stay, <br />o The repetition of homelessness also should he addressed <br />simultaneously, and <br />o A "Housing First Approach" should be taken to assist the homeless <br />with finding permanent housing. <br />Action Steps: <br />o Complete 300 permanent supportive housing units (City, Builders' <br />Association, local contractors within four years and update the goal <br />depending on the gap), <br />o Provide home-based case management to address the service <br />needs of families to get stabilized in permanent housing (NIP, <br />Spohn Memorial, MHMR, AA, Council on A & D, various social <br />service agencies within six years and an ongoing effort), and <br />o Shelters and other homeless services providers should have <br />access to and incentive to use prevention resources, to move <br />people out of homelessness, and into stable permanent housing as <br />quickly as possible.
