Lack of awareness of the homeless assistance system among the <br />ISSUE 3: homeless population and reluctance to participate in treatment <br />programs among the homeless with substance abuse problems and <br />mental illness. <br />60313: Provide outreach programs to educate homeless people of available <br />resources and services. <br />Recommendations: <br />Outreach that provides low-demand housing without mandating treatment. <br />When people feel safe and secure, they are more likely to participate in <br />treatment. <br />Action Steps: <br />^ Provide outreach to persons with substance abuse to encourage them <br />into treatment programs (HIP, Unitetl Way-Info Line, Spohn Memorial, <br />various social service agencies within two years and an ongoing <br />effort), <br />^ Establish substance abuse treatment shelters at strategic locations, to <br />ensuring adequate staff and allowing an "open door" policy (Current <br />shelters, AA, Council on A & D, PDAP within three years and an <br />ongoing effort), and <br />^ "Wrap around" services addressing all needs of the client (HIP and <br />various social service agencies involving MHMR, AA, Council an A & <br />D, PDAP, Catholic Charities, etc. within six years and an ongoing <br />effort). <br />50 <br />
