The people who use homeless shelters, repeatedly, often <br />called the episodically homeless group, constitute <br />approximately 9 percent of the homeless single adult <br />population in the US, This group has a high public cost when <br />housed in a shelter because its members seem to interact <br />frequently with other very costly public systems. Many are <br />active users of substances, They are typically young, relative to <br />the chronically homeless group. This group requires a flexible <br />strategy that addresses bath their housing needs (both when in <br />treatment and in relapse) and their need for treatment. <br />"Housing Firsf"Approach for fhe fransitional(y homeless, <br />Those who have relatively short stays in the homeless <br />assistance system, exit it and return infrequently, are called the <br />"transitionally" homeless. The majority of families and single <br />adults who become homeless fall into this category, They have <br />had a housing crisis that has resulted in their homelessness, <br />The Alliance recommends a "dousing First" approach for most <br />families, The strategies to end transitional homelessness <br />should primarily focus on housing services, to clear barriers <br />such as poor tenant history, poor credit history, etc, Secondly, <br />case management should be provided to ensure that families <br />are receiving public benefits, to identify service needs, and to <br />connect tenants with community-based services, Finally, follow- <br />up actions need to be provided to work with tenants after they <br />are in housing to avert crises that threaten housing stability and <br />to problem-solve. <br />zs <br />
