5 <br />Consolidated Plan and Impediment Analysis for Little Rock and Fort Smith, Arkansas, and <br />Prince William County, Virginia in 2004-2005; Dayton, Ohio 2005 -present, Corpus Christi, <br />Texas, and Shreveport, Louisiana in 2003-2004; and Housing Strategic Master Plan, Housing <br />Market Analysis and Housing Summit for San Antonio, Texas in 2002. We also conducted the <br />Housing Market Analysis component of the Consolidated Plans for the City of Columbia, <br />Missouri, completed February 2004 and Richland County, South Carolina completed March <br />2004., <br />Associated Personnel <br />I-Quad's Project Director for this engagement will be James Gilleylen, 7-Quad's Managing <br />Partner. He will be assisted by Dr. Douglas Frederick, who will serve as Project Manager and <br />Principal Investigator and Senior Analysts Luis Tamayo and Derek Hull. The following provides <br />a brief summary of their background. <br />Program Director <br />James Gilleylen <br />Mr. Gilleylen has served as Managing Partner for J-QUAD & Associates, LLC since 1994. <br />As Managing Partner, he is responsible for the overall management and operations of 7-QUAD's <br />three business divisions, Planning and Policy Consulting, Management Consulting and <br />Information Technology Consulting. Prior government experience include Director of the <br />Department of Housing and Neighborhood Services (Dallas, TX), Deputy Director of Plazming <br />and Development (Washington, D. C.), and Assistant Director ofPlanning and Development and <br />Transportation Planning (Dallas, TX). Consulting project experience has included the Client <br />Information System Development for U.S. Depaztment of Housing & Llrban Development; <br />Super NOFA applications and Continuum of Care Plans for Dallas, Texas; Housing Market <br />Study for the City of Columbia, Missouri, Housing Programs Performance Evaluation and <br />Housing Strategic Master Plan for San Antonio, Texas; Housing Programs Performance <br />Evaluation and Neighborhood Needs Assessment for Shreveport, Louisiana. <br />Project Manager/Principal Investigator <br />Douglas Frederick, Ph. D. <br />Dr, Frederick serves as Project Manager and Principal Investigator for J-QUAD. He has <br />responsibilities for project supervision, research design, and data analysis. Dr. Frederick has <br />directed the Fair Housing Analysis, Consolidated Planning and Fair Housing Training efforts for <br />over 40 jurisdictions, He designed the Continuum of Care and Super NOFA Application, a <br />consolidated grant application for the Homeless Assistance Programs, resulting in a $5,3 million <br />grant to the City of Dallas and nonprofit organizations. Dr. Frederick served as the Project <br />Manager and Principal Investigator for the ] 0-Year Plan to End Chronic Homelessness for <br />Corpus Christi and Nueces County. <br />Senior Analysts <br />Derek Hull <br />Mr. Hull serves as Project Manager and Senior Analyst. Mr. Hull has experience as an <br />innovative, knowledgeable, and diverse Economic Development and housing professional, <br />5 <br />
