J-Quad's Qualifications and Experience <br />The J-QUAD team ofprofessionals has worleed with numerous communities in the development <br />of Neighborhood Revitalization, and Homeless and Housing Strategies, designed to stabilize and <br />revitalize neighborhoods that are experiencing decline and to provide improved access to <br />housing and homeless services to all segments of the population, Each of these studies combine <br />the use of GIS technology and demographic reseazch with detailed housing condition and land <br />use surveys, community pazticipation, and strategic planning, to solve community development <br />issues, The studies are generally commissioned by individual and multi-jurisdictional <br />governmental bodies, nonprofits or financial institutions and most often involve collaborations <br />between the three, Implementation is generally supported by public/private partnerships <br />involving these types of entities as well and the use of federal, state and local financial subsidies, <br />Our prior experience includes a recently developed 10-year plan to End Homelessness <br />commissioned by the City of Corpus Christi and Nueces County, Texas, completed in August, <br />2004. Strategies included responses to the physical housing and supportive care needs of <br />homeless persons and families, including policies/model programs for centralized intake, service <br />plans, and case management; client discharge procedures and transition programs; and homeless <br />prevention and intervention efforts.. We have developed Super NOFA applications and <br />Continuum of Care plans for Dallas County, the City of Dallas, Texas and a regional consortium <br />of service providers' submission to HUD. This included a "Point in Time" census of the <br />homeless population in and outside of shelters and surveys of their service needs. We have also <br />developed funding programs and project applications for HOPWA, SRO's, and various other <br />group housing and care facilities, Our studies continue to guide public policy decisions and are to <br />be used by,jurisdictions as a data source for their development of the Housing Needs Assessment <br />and Housing Revitalization Plans which are incorporated into their Consolidated Plan. <br />Our team of consultants is well versed in community development finance program tools and <br />related planning and administration responsibilities, gained from hands-on program <br />administration experience while working for municipal government and federally funded <br />programs. Finally, we have considerable experience as staff and consultants to municipalities <br />and nonprofit organizations so we understand the political realities of such an effort and the need <br />to focus the recommendations in ways that they can be implemented, <br />In addition to our homeless policy, neighborhood revitalization and community planning <br />experience, J-QUAD has considerable experience and expertise in all aspects of developing <br />federal grant planning studies. We have conducted over 30 Fair Housing Impediment Analyses <br />across the nation in cities, counties and statewide throughout the states of Texas, Louisiana, Iowa, <br />South Carolina, Georgia, Arkansas, Vermont, Virginia, Florida and Illinois. Statewide, our <br />experience includes an Analysis of Impediment for' the State of Arkansas and a Fair Housing <br />Analysis and Fair Housing Training Program for the State of Florida. We are currently <br />completing a statewide effort for the State of Vermont, and a multi jurisdictional study for' the <br />cities of Moline and Rock Island, Illinois and Davenport, Iowa.. <br />We have completed Consolidated Planning and Housing Market Analysis efforts for the State of <br />Arkansas, the Cities of Montgomery, Alabama and Alexandria, Louisiana in 2005; the <br />4 <br />
