more directly to the needs of the various sub-populations of the <br />homeless. <br />1.G. Homelessness- According to the Stewart B. McKinney Homeless <br />Defm11;l0eS Of Assistance Act, a person is considered homeless who: <br />Homelessness <br />~ Chronic Lacks a fixed, regular, and adequate night-time residence; or <br />Homelessness Has a primary night-time residency that is: <br />o A supervised publicly or privately operated shelter designed <br />to provide temporary living accommodations; <br />o An institution that provides temporary residence for <br />individuals intended to be institutionalized; or, <br />o A public or private place not designed for, or ordinarily used <br />as, a regular sleeping accommodation for human beings. <br />Chronically Homelessness- Chronic homelessness, as defined by the <br />Department of Housing and Urban Development, is an unaccompanied <br />homeless individual with a disabling condition who has been either <br />continuously homeless for more than one year or has had at least four <br />episodes of homelessness in the past three years. <br />The definition most commonly applied in determining whether someone <br />is homeless is the lack of "regular and customary access to a <br />conventional dwelling unit" (National Coalition for the Homeless, 1989). <br />Because of the cyclical nature of homelessness for many, the National <br />Law Center on Homelessness and Poverty has suggested athree-part <br />definition for homelessness: <br />2 <br />
