In order to allow the design process to move <br />forward quickly over the summer and have the needed detailed topographic survey <br />completed in time for design analysis to be prepared for planned community meetings, it is <br />recommended that the County exercise its ability to exempt the project from the statutory <br />requirements for survey contract approval. <br />G.S. 143, Article 3D allows counties to exempt themselves from a selection process for <br />surveyors on any project if the professional fee will be less than $30,000, or, in their <br />discretion, on any project by stating the reasons therefore. In order to expedite the survey <br />work and since the cost of work is estimated to be a fraction of the $30,000 threshold, it is <br />recommended that the County exempt this project from the selection process. A copy of the <br />Request for Qualifications (RFQ) list of surveyors is attached. <br />FINANCIAL IMPACT: Funds for the survey work, expected to be less than $8,000, are <br />available in the current funds for this park project appropriated for FY 2002-03. <br />RECOMMENDATION(S): The Manager recommends that the Board exempt this project <br />from the surveyor selection process as provided in the N.C. General Statute 143, Article 3D. <br />
