Page 3 of 15 <br />Project Goals, Objectives, Performance Measures, Evaluation Methods I l,7 <br />and Activities <br />Project Goal(s): <br />Implement an interoperable communications system by installing infrastructure in the pdmary Public Safety <br />Answering Point that can be integrated into the VIPER system being created by the State Highway Patrol. <br />Project Objective #1: <br />Create a system switchover plan for Orange County, municipal, and volunteer responder agencies <br />Performance Measure#1: <br />Study is completed <br />Evaluation Method #1: <br />System designers and agency staff will be able to utlize the study to effectively switchover the legacy systems onto <br />the new platform <br />Project Objective #2: <br />Provide interoperable communciations between state and local law enforcement and public safety agencies serving <br />Orange County <br />Performance Measure #2: <br />Install 800 MHz communications equipment in the Orange County 9-t-1 center and construct communications tower <br />contiguous to the communications center <br />Evaluation Method #2: <br />Local law enforcement and public safety, and state agencies are able to utlize the interoperable communication <br />systems during emergency operations <br />Project Objective #3: <br />Provide reliable inter-agency communications infrastructure through installation of new equipment in the dispatch <br />center <br />Performance Measure #8: <br />Increase in the geographinc area of effective transmission and reception using the new system for interagency voice <br />communications <br />Evaluation Method #3: <br />Identification of the number of agencies that are able to communicate with the 9-1-1 center through interoperable <br />voice contact <br />Project Objective #4: <br />Performance Measure #4: <br />Evaluation Method #4: <br />Page 3 <br />file://C:\DOCUME-1 \employee\LOCALS-1 \Temp\VV 8DK961.htm i /26/2005 <br />
