This program integrates basic skills instruction <br />and short-term vocational training. The training programs offered at CET include Automated <br />Office Skills, Medical Insurance and Billing, Electronic Assembly, and Medical Records. <br />Orange County entered into a contractual agreement with the Center for Employment Training <br />effective October 1997. Prior to that time, the North Carolina Division of Social Services <br />maintained the contractual agreement with CET. The NC Division of Social Services allocated <br />funds directly to counties to cover the cost of tuition beginning Fiscal Year 1997-1998. <br />Currently, funds for the cost of tuition assistance are a part of the TANF Block Grant. <br />In addition to training, CET offers job development and placement for students. In Fiscal Year <br />2002-2003, four Work First recipients were placed at CET. Students placed through CET last <br />year earned average salaries of $9.70 per hour. Training services offered by CET do not <br />conflict with or duplicate services offered at the Skills Development/ Joblink Center. <br />The Social Services Board has reviewed this contract and recommends approving $40,000 for <br />Fiscal Year 2003-2004. This amount will cover the cost of tuition and job placement for up to <br />eight referrals. This is a performance-based contract. <br />FINANCIAL IMPACT: These costs will be paid from the required Maintenance of Effort funds in <br />the County Work First Block Grant <br />
