2 Orange County Comprehensive Land Use Plan <br />The Clarion team will partner with Orange County staff in the development of GIS analyses and maps. First, Clarion will prepare a data request <br />memorandum for all basic ArcGIS mapping data, plans, reports, and studies (not available online) for the County staff to collect and share with the <br />Clarion team. Orange County will collect, organize, classify, and upload GIS layers and documents requested via a geodatabase to a secure data <br />sharing site provided by the Clarion team. Then Clarion team will then prepare a map template and basemap that can be used by both the County <br />and Clarion team throughout the project. <br /> <br />Task 1.7: Develop Public Engagement Branding <br />The Clarion team will work with Orange County Staff to develop project branding materials and a project website. The public engagement branding <br />strategy will include the following: <br /> <br />• Project Iden�ty - The Clarion team, in coordina�on with County Staff, will develop a project iden�ty and brand (name, logo and tagline) that <br />will generate interest in the planning process. Inputs from the County’s leadership and the Staff Working Group on the project iden�ty will <br />be requested during the kickoff mee�ngs. <br />• Engagement Objec�ves – Building off the inputs provided by the Staff Working Group at their kickoff mee�ng (Task 1.2), the Clarion team <br />will prepare a set of public engagement objec�ves that can be placed on the project website and used to evaluate public engagement <br />outcomes during the process. Public engagement objec�ves could include community representa�on of engagement par�cipants, targets <br />for diversity and inclusion, numeric targets for engagement, transparency of the engagement process, and other objec�ves. <br />• Key Messages – Clarion can work with County Staff to develop a common set of key project messages. These messages can be posted to <br />the project website and used in presenta�ons and other engagement materials to consistently message the project. <br />• Branded Project Website - The Clarion team will prepare a branded project website that will become the heart of the plan’s <br />communica�ons. The site will contain presenta�on materials from workshops and other engagement opportuni�es, the project schedule <br />and process graphic, informa�on on engagement events and project mee�ngs, a document inventory, and host dra�s of the plan. It could <br />include project background, resources, news, and informa�on about how to get involved. <br />• Public Engagement Coordina�on - The Clarion team will leverage the cloud-based Project Management Plan to document the public <br />engagement and publicity approach for each community engagement window. This will outline engagement objec�ves, engagement <br />window scheduling, engagement approach for each engagement window, and other details. This tool will be a working guide to public <br />engagement and will be updated throughout the process. <br />Summary of Phase 1: Launch Project <br />Deliverables: <br />Clarion Team Responsibilities County Staff Responsibilities <br />• Project Management Plan <br />• Context Mapping <br />• Data Request Memo <br />• Project Branding <br />• Scheduling Stakeholder Interviews and preparing <br />summary of interviews <br />• Project Website <br />• Participate in kick-off meetings and situation <br />mapping <br />• Provide data and GIS <br />• Coordinate logistics for and scheduling of meetings <br />for all but stakeholder interviews <br />• Affirm project branding materials and review <br />project website <br />• Monthly project management meeting <br />Meetings: <br />• Staff Meeting <br />• Staff Working Group Meeting #1, in-person <br />• Reconnaissance Tour <br />• Stakeholder Interviews <br />Schedule <br />Duration: One month after project initiation <br /> <br />PHASE 2: IDENTIFY NEW ISSUES AND OPPORTUNITIES <br />Phase 2 focuses on understanding the guidance and community inputs in the County’s new Strategic Plan and other County plans and launching <br />the project with greater public. The purpose of this phase is to confirm the new issues and opportuni�es iden�fied in Phase 1 and capture <br />feedback from the Staff Working Group and the public on poten�al new policy direc�ons for the Comprehensive Land Use Plan. Phase 2 will <br />overlap with Phase 3 to provide opportuni�es to educate the public about the County’s key trends and planning influences. <br />Phase 2.1: Develop Current Policy Profile <br />The Clarion team will prepare an exis�ng policy summary document that synthesizes the policy guidance included in relevant County plans <br />including the future Strategic Plan, the One Orange County Racial Equity Plan, Orange County Transit Plan, Parks Master Plan, all exis�ng land use <br />and small area plans, and a summary of recently adopted municipal plans. This policy profile will be organized to provide a concise summary of <br />policy guidance provided by planning topic. It will iden�fy the general direc�on of policies on different topics and the document providing this <br />direc�on. This document will serve as the baseline of County policies for developing the new plan’s policies. The Clarion team will work with <br />County Staff to iden�fy which policy documents or sec�ons of documents are s�ll relevant. A dra� will be provided for staff review and comment. <br />It will be shared with the Staff Working Group and will be posted to the project website for viewing by community residents. The link to this policy <br />profile can be distributed widely through the community with the explana�on that it summarizes the founda�onal adopted policies that this <br />planning process will build upon. <br /> <br />Phase 2.2: Staff Working Group Mee�ngs #2-#5 <br />The Clarion team will facilitate a series of Staff Working Group mee�ngs as follows: <br /> <br />• Mee�ng #2 (virtual): Report on key findings from stakeholder interviews, provide update on Current Policy Profile, and discuss approached <br />for Community Engagement Window (CEW) #1 <br />• Mee�ng #3 (virtual): Present final approach for CEW #1, discuss roles for Staff Working Group members at CEW #1, and provide early <br />snapshot of trends and planning influences data <br />• Mee�ng #4 (virtual): Present Current Policy Profile and provide preliminary CEW #1 findings <br />• Mee�ng #5 (virtual): Present final CEW #1 report, present New Issues and Opportuni�es Report, share plan for briefing Planning Board and <br />Board of County Commissioners <br />Task 2.3: Briefing to Board of County Commissioners #1 (September 2023) <br />A mid-phase briefing to the Board of Commissioners will be conducted to present the findings of the stakeholder interviews, the approach for the <br />first community engagement window (Confirming Community Aspira�ons), and a general project update. <br />Docusign Envelope ID: 875C5B7A-C59F-8644-83AF-A22B12F5CE79
