7 Orange County Comprehensive Land Use Plan <br />• Mee�ng #12 (virtual): Share results of CEW #2 and discuss implica�ons for vision, goals, and development of policies and ac�ons <br />• Mee�ng #13 (virtual): Share module #1 of dra� policies and ac�ons <br />• Mee�ng #14 (virtual): Share module #2 of dra� policies and ac�ons <br />• Mee�ng #15 (virtual): Share final CEW #3 findings and discuss corresponding edits to the plan <br /> <br />Task 4.10: Prepare Public Review Dra� of Comprehensive Land Use Plan <br />The Clarion team will prepare a professionally designed, highly graphic public review dra� of the Comprehensive Land Use Plan. Special focus will <br />be made on highligh�ng key vision themes, such as equity, that guided plan development. The dra� plan will be shared with the Board of <br />Commissioners at a scheduled briefing (#7). (See con�ngency budget at end of scope for informa�on on briefing #7.) <br /> <br />Task 4.10.1: Atendance at Educa�onal Briefings to Board of Commissioners <br />A Clarion representa�ve will atend up to four regular Board mee�ngs and two half-day retreats to hear presenta�ons, take notes, and iden�fy key <br />ques�ons or summarize key points for addi�onal discussion with the Project Team. These mee�ngs and retreats are to help inform the Board and <br />facilitate its direc�on for release of the Dra� Plan for public review during Community Engagement Window #3. <br /> <br />Task 4.10.2 Atendance at Board of Commissioners Work Sessions <br />A Clarion representa�ve will atend up to two Board work sessions to hear discussion and take notes. These work sessions are to collect comments <br />and direc�on from the Board on essen�al edits to the Dra� Plan in advance of public review during Community Engagement Window #3. <br /> <br />Task 4.10.3: Revisions to Public Review Dra� <br />The Clarion team will incorporate line-item revisions to the goals, policies, and ac�ons to update the Public Review Dra� based on the facilitated <br />direc�on received from the Board of County Commissioners at the conclusion of the Work Sessions (Task 4.10.2.) This assumes that the overall <br />dra� Plan Framework structure is being maintained from the previous version and that edits are focused on changes to the goals, policies, and <br />ac�ons, the future land use categories, and related explanatory narra�ve. This will include coordina�on with and review by the County Project <br />Management Team to ensure the final public review dra� incorporates the direc�on of the County. <br /> <br />The Public Review Dra� will have minor adjustments made to support accessibility of the document, including alt text added for images, <br />verifica�on of accessible fonts, color assessments to meet contrast requirements, ensuring paragraph and heading styles are properly nested, and <br />ensuring any links and butons are accessible. Addi�onal accessibility changes will be made to meet WCAG Level 2.1 compliance in Task 5.6 for the <br />Public Hearing Dra�. <br /> <br />Task 4.11: Community Engagement Window #3 – Unveiling of Dra� Plan <br />The Clarion team will prepare for and facilitate two public workshops, two fully-virtual mee�ngs, up to three community mee�ngs, and 2 floa�ng <br />mee�ngs, to present the dra� Comprehensive Land Use Plan. <br /> <br />Engagement ac�vi�es for the two public workshops and three community mee�ngs will provide opportuni�es for par�cipants to provide feedback <br />on the dra� plan goals and ac�ons and the final Growth and Conserva�on Framework map. Engagement materials will consist of: a PowerPoint <br />presenta�on, poster boards for in-person mee�ngs, a paper copy of the survey, an online survey (Survey123 or similar survey so�ware), and if <br />necessary, a summary handout. Par�cipants will be presented with the same informa�on and ques�ons whether atending in person or <br />par�cipa�ng online with a focus on crea�ng a user-friendly and succinct survey and suppor�ve materials. Engagement ques�ons will ask <br />par�cipants about their levels of support for and feedback on dra� components of the plan and the Growth and Conserva�on Framework map. <br />Publicity efforts will u�lize incen�ve gi� cards to recruit atendees. The Clarion team will procure and provide light refreshments for the seven <br />mee�ngs. <br /> <br />The two fully virtual mee�ngs will provide an overview of the plan, instruc�ons for online par�cipa�on in the survey, and an opportunity to ask <br />ques�ons about the plan or process. The two virtual mee�ngs will u�lize the same presenta�on as the public workshops and community mee�ngs. <br />Par�cipants will be directed to the online survey to provide feedback. County staff can record these mee�ngs for the project website. Orange <br />County staff will support the technology and logis�cs of hos�ng the mee�ng on Microso� Teams. <br /> <br />Up to two floa�ng mee�ngs can be scheduled to meet with municipal boards, nonprofits, or other organiza�ons as part of CEW#3 or when <br />necessary. These mee�ngs will leverage engagement materials shared during the two public workshops and three community mee�ngs. <br /> <br />Staff Working Group members can play a role in spreading the word about engagement events. A presenta�on of the Public Review Dra� of the <br />Comprehensive Land Use Plan will be recorded and placed as a video on the County’s website to showcase this informa�on in a user-friendly <br />format. Similar to CEWs #1-#2, the Clarion team will provide publicity materials for the County to distribute to local media sources, partner <br />agencies, and listservs. <br /> <br />Once the engagement window has closed, the Clarion team will prepare an engagement summary document on the results of the engagement <br />window, including an assessment of how well community engagement objec�ves were achieved. This report will include a summary of responses <br />and verba�m documenta�on to provide a clear and transparent report of the inputs received. This will build trust in the process and serve as an <br />important report for guiding development of the plan. <br /> <br />Task 4.11.1: Spanish Interpreta�on and Transla�on for Community Mee�ng <br />El Centro will support bilingual services for a La�no audience at one of the community mee�ngs indicated above. This work will include: <br />• Reserva�on of facility space in loca�on accessible to community members; <br />• Facilita�on of one community mee�ng, in collabora�on with Clarion team; <br />• Provide transla�on of mee�ng materials in Spanish; <br />• Advanced adver�sement of the mee�ng in Spanish in El Centro's social media networks with a goal of having 30 mee�ng atendees; <br />• Provide interpreta�on and note taking services at the mee�ng, and transla�on of notes to English in follow up; and <br />• Provide transla�on of surveys completed in Spanish. <br />Task 4.12: Briefings to Board of Commissioners and Planning Board <br />Task 4.12.1: Briefing to the Planning Board <br />Clarion will conduct a briefing to the Planning Board to share the findings of the Community Engagement Window #3, and share the <br />recommenda�ons for the Public Hearing Dra� of the plan through a memorandum or PowerPoint presenta�on.
