6 <br /> Kirk Vaughn presented the first staff-generated option for potential Commissioner amendments. <br /> This option focused on delaying projects currently scheduled for construction in Year 2 (with design in Year <br /> 1) by a single year, with the primary goal of reducing the tax equivalent rate increase in FY 2029. On the <br /> school side, this would include delaying the Estes Hills project by one year, resulting in approximately $2 <br /> million in additional costs due to inflation at a 3% rate. On the county side,four large-scale projects would <br /> similarly be delayed one year: Affordable Housing, the Historic Courthouse, the first phase of the Viper <br /> radio system, and the Emergency Services Headquarters. Kirk Vaughn explained that those two facilities are not in <br /> poor condition currently. He said the Emergency Services project is about expanding into a larger, more <br /> secure space and then repurposing the existing facility for county administrative staff. The Rogers Road <br /> facility can also continue to serve its current function for an extended period. <br /> Commissioner Carter asked for more information on why the Emergency Services and Rogers Road <br /> projects would be moved out. <br /> Kirk Vaughn clarified that the reason for pursuing those two projects is not driven by the current <br /> buildings' condition. He reiterated that the Emergency Services Headquarters expansion is aimed at a <br /> capacity and security upgrade, not an emergency replacement.The existing building remains functional. <br /> Commissioner McKee asked what would be done with the space vacated when county employees <br /> move out of the Revere Road facility. <br /> Kirk Vaughn said that staff currently at the Revere Road facility would move to the existing <br /> Emergency Services headquarters and then Revere Road would be surplus property available for <br /> affordable housing purposes. He said that the property had previously been discussed as a potential site <br />
